A RESOLUTION
•
WHEREAS, the United States government has established veterans'
cemeteries throughout the nation; and
WHEREAS, under this program, the Federal government pays fifty
percent of the cost of establishing a veterans' cemetery and the state
involved pays the other fifty percent; and
WHEREAS, veterans' cemeteries already exist in San Antonio, Houston,
Kerrville, and El Paso, Texas; and
WHEREAS, there is not a veterans' cemetery south of San Antonio;
and
WHEREAS, there is a need for a cemetery in South Texas to provide
a place of eternal rest for those residents of South Texas who have honorably
served their nation in times of peace and war in the armed forces of the
United States;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. The City Council of the City of Corpus Christi hereby
strongly supports the passage by the 1979 Texas Legislature of a -bill providing
for the establishment and operation of veterans' cemeteries by the Veterans
Affairs Commission.
SECTION 2. The City Council further urges the Texas Legislature
and Veterans Affairs Commission, in determining where to locate any new
veterans' cemeteries, to consider those areas of the state where such cemeter-
ies do not now exist such as the South Texas area (the area south of San Antonio)
and to locate such cemeteries outside of the extraterritorial jurisdiction
of any city.
SECTION 3. The City Secretary is hereby instructed to send copies
of this resolution to the members of the Nueces County legislative delegation.
SECTION 4. The necessity to express the City Council's support
of the location of a veterans' cemetery in this area creates a public emergency

and an imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the date of
its introduction and that such ordinance or resolution shall be read at
three several meetings of the City Council, and the Mayor having declared
such emergency and necessity exist, having requested the Charter rule be
suspended and that this resolution be passed finally on the date of its intro-
duction and take effect and be in full force and effect from and after its
passage, IT IS ACCORDINGLY SO RESOLVED, this the is , day of April, 1979.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council_
