A RESOLUTION
REQUESTING THE TEXAS RESEARCH LEAGUE TO UNDERTAKE
A STUDY ANALYZING THE FUNCTIONS AND OPERATIONS OF
THE CITY GOVERNMENT AND TO MAKE RECOMMENDATIONS
FOR IMPROVING EFFICIENCY AND COST EFFECTIVENESS;
AND DECLARING AN EMERGENCY.
WHEREAS, the spiraling cost of inflation has placed an almost
impossible burden on our citizens, especially the elderly and those on
fixed incomes; and
WHEREAS, this burden is most noticeable in the rising cost of
Government at all levels, as is reflected in the tax burdens placed upon
our citizens; and
WHEREAS, the Members of the City Council are most concerned about
the impact resulting from these rising costs upon our citizens:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That we, the Members of the City Council, do request
that the Texas Research League undertake a study to analyze the functions
and operations of the City Government at all levels, review the programs
carried out by this City in all areas and make recommendations designed
to improve efficiency and cost effectiveness in the operation of municipal
government. The findings, conclusions and recommendations of the Texas
Research League are to be made available to the City Council, the City admin-
istration, the Area Development Committee, the news media and the citizens
of our community.
SECTION 2. That the cost of the study as described in Section 1
shall be borne by the Texas Research League with such financial assistance
as may be required from the Area Development Committee to defray the addi-
tional expense incurred by the League in employing qualified professional
consultants, the maintenance of League staff in Corpus Christi and such
other expenses as may be mutually agreed upon by the Texas Research League
and the Area Development Committee. It is understood that no City funds
will be expended in the course of this study and that no expense in connection
with the study shall be incurred by the City other than the necessary and
incidental expense associated with providing the research staff with informa-

tion and working space in City facilities.

SECTION 3. The public importance of making an analysis of the
functions and operations of the City government and recommending methods of
improving efficiency and cost effectiveness in the operation of municipal
government creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three several meetings of the City Council,
and the Mayor, having declared such emergency and necessity to exist, having
requested the suspension of the Charter rule and that this resolution be
passed finally on the date of its introduction and take effect and be in full

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
