AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR
A GRANT ON BEHALF OF NUECES COUNTY TO THE COASTAL BEND
COUNCIL OF GOVERNMENTS FOR THE TITLE V MULTI-PURPOSE SENIOR
CENTERS PROVIDING FOR FUNDING IN THE AMOUNT OF $12,700 FOR
THE PURPOSE OF ADDITIONAL RENOVATION OF ROBSTOWN CENTER,
ALL AS IS MORE FULLY SET OUT IN THE APPLICATION, A SUB-
STANTIAL COPY OF WHICH IS ATTACHED HERETO AND MADE A PART
HEREOF, MARKED EXHIBIT "A"; AUTHORIZING THE CITY MANAGER
TO EXECUTE ALL RELATED CONTRACTS AND OTHER DOCUMENTS
NECESSARY IN THE IMPLEMENTATION OF THIS PROGRAM; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to submit an application to the Coastal Bend Council of Governments on behalf
of Nueces County for the Title V Multipurpose Senior Centers, providing for
funding in the amount of $12,700 for the purpose of additional renovation of
the proposed site of Robstown Center, all as is more fully set out in the
application, a substantial copy of which is attached hereto and made a part
hereof, marked Exhibit "A".
SECTION 2. That the City Manager is authorized to execute all
related contracts and documents necessary in the implementation of the
aforesaid program on behalf of Nueces County.
SECTION 3. The necessity to authorize submission of the aforemen-
tioned application for a grant for the renovation of the proposed site of
Robstown Center at the earliest practicable date creates a public -emergency
and an imperative public necessity requiringthe suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the date of
its introduction but that such ordinance or resolution shall be read at
three several meetings of the City Council, and the Mayor having declared
such emergency and necessity to exist, having requested the suspension of
the Charter rule and that this ordinance be passed finally on the date of

TERMS AND CONDITIONS: It is understood and agreed by the undersigned that; 1) funds
granted as a result of this request are to be expended for the purposes set forth
herein and in accordance with all applicable laws, regulations, policies, and pro-
cedures of this State and the Administration on Aging of the U. S. Department of
Health, Education, and Welfare; 2) any proposed changes in the proposal as approved
will be submitted in writing by the applicant and upon notification of approval by
the Area Agency on Aging shall be deemed incorporated into and become a part of this
agreement; 3) the attached Assurance of Compliance (Form AoA-441) with the Depart-
mentment of Health, Education, and Welfare Regulations issued pursuant to Title VI
of the Civil Rights Act of 1964 applies to this proposal as approved; and 4) funds
awarded by the Area Agency may be terminated at any time for violations of any terms
and requirements of this agreement.

NARRATIVE
•
The Old County Building, 206 West Sixth Street, Robstown, Texas 78380,
will be renovated and altered to be used as the Robstown Senior Center and an
auxiliary kitchen. The program now operates from 833 West Avenue J in Robstown,
a building which was formerly the Tampico Restaurant. The building is rented from
a private individual and is in substandard condition. The owner has been advised
of repairs needed, however, he has not brought the building up to standard.
The elderly of Robstown will be provided with meals, transportation,
recreation, escort services, home visits and other social services from the
renovated Robstown Center and auxiliary kitchen.
County Senior Services is a part of Senior Community Services, a City -
sponsored multipurpose senior citizens' program. Senior Community Services has
been in operation for approximately five and one-half years and is well recognized
in the community. The program incorporates all components of Title III, meals,
social services and accessory services as well as operating a senior volunteer
program.
The social service and accessory component are evaluated internally by
the Centers Supervisor. Evaluation by senior citizens is also encouraged through
the Advisory Council and Site Council participation.
Services from public and private agencies are available to senior
citizens at the various centers. Robstown Center receives services from Legal
Aid, the Community Action Agency, the State Department of Human Resources and
other appropriate service providers.
The City of Corpus Christi routinely complies with Davis -Bacon regula-
tions and other federal labor standards.

The City of Corpus Christi, Senior Community Services program operates
a senior center and auxiliary kitchen it Robs=odn, Texas. The program hes t_er
act._ in the Robstown area for five (5 dears.
The elderly are provided with reals, transportation, recreation, escort
services, home visits and other social services. Several staff are assigned to
the Robstown Center as their home base, meal sites are also located in Banquete
and Bishop. The program operates from 833 West Avenue J, a building which was
formerly the Tampico Restaurant.
The building is rented from a private individual and is at this time in
substandard condition. The owner has been advised of the repairs needed, however,
he has not brought the building up to standard. A listing of repairs is attached.
Several months ago the Nueces County Community Action Agency invited
Senior Community Services to look at the possibility of subleasing space in the
old Nueces County Building in Robstown. The building has ample room to house sev-
eral agencies. At this time the Coastal Bend Legal Aid Society and the Community
Action Agency are in the building.
Senior Community Services proposes to occupy 1,900 square feet. A large
assembly room will be used as a meal site and a room adjoining the assembly room
will be converted into a kitchen.
The assembly room will require repairs and the adjoining room will re-
quire work to convert its use to a kitchen. The following will be necessary:

The City of Corpus Christi on behalf of Nueces County received
S3,434.00 in federal funds to repair and renovate the proposed center at the

ASSURANCE OF COMPLIANCE WITH THE DEPARTMENT OF
HEALTH, EDUCATION, AND WELFARE REGULATION UNDER
TITLE VI OF THE CIVIL RIGHTS ACT OF 1964

HEREBY AGREES' THAT it will comply with title VI of the Civil Rights Act of 1964
(P.L. 88-352) and all requirements imposed by or pursuant to the Regulation of the Department
of Health, Education, and Welfare (45 CFR Part 80) issued pursuant to that title, CO the end that,
in accordance with title VI of that Act and the Regulation, no person in the United States shall,
on the ground of race, color, or national origin, be excluded from participation in, be denied the
benefits of, or be otherwise subjected to discrimination under any program or activity for which
the Applicant receives Federal financial assistance from the Department; and HEREBY GIVES
ASSURANCE THAT it will immediately take any measures necessary to effectuate this agree-
ment.
If any real property or structure thereon is provided or improved with the aid of Federal financial
assistance extended to the Applicant by the Department, this assurance shall obligate the
Applicant, or in the case of any transfer of such property, any transferee, for the period during
which the real property or structure is used for a purpose for which the Federal financial assist-
ance is extended or for another purpose involving the provision of similar services or benefits.
If any personal property is so provided, this assurance shall obligate the Applicant for the
period during which it retains ownership or possession of the property. In all other cases, this
assurance shall obligate the Applicant for the period during which the Federal financial assist-
ance is extended to it by the Department.
THIS ASSURANCE is given in consideration of and for the purpose of obtaining any and all
Federal grants, loans, contracts, property, discounts or other Federal financial assistance
extended after the date hereof to the Applicant by the Department, including installment pay-
ments after such date on account of applications for Federal financial assistance which were
approved before such date. The Applicant recognizes and agrees that such Federal financial
assistance will be extended in reliance on the representations and agreements made in this
assurance, and that the United States shall have the right to seek judicial enforcement of this
assurance. This assurance is binding on the Applicant, its successors, transferees, and assign-
ees, and the person or persons whose signatures appear below are authorized to sign thisassur-
ance on behalf of the Applicant.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
