HomeMy WebLinkAbout14984 ORD - 07/11/1979jkh:7-9-79;lst AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH CLAUDE CHAPMAN CONSTRUCTION COMPANY, INC., FOR THE CONSTRUCTION OF MINOR STORM SEWER IMPROVEMENTS, AND CHANGE ORDER NO. 1 TO THE CONTRACT DEDUCTING $17,000 FROM THE CONTRACT PRICE AS BID; APPROPRIATING $252,000 OUT OF THE NO. 295 STORM SEWER BOND FUND, OF WHICH $240,343 IS FOR THE CONSTRUCTION CONTRACT, $5,000 IS FOR INSPECTION AND SURVEY WORK BY CITY FORCES, AND $6,657 IS FOR INCIDENTAL EXPENSES AND CONTINGENCIES APPLICABLE TO PROJECT NO. 295-77-12, MINOR STORM SEWER IMPROVEMENTS; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be authorized to execute a con- tract with Claude Chapman Construction Company, Inc., for the construction of Minor Storm Sewer Improvements, all as more fully described in the plans and specifications and contract documents on file in the office of the City Secretary, all of which are made a part hereof by reference and according to the bid of Claude Chapman Construction Company, opehed on June 27, 1979, said bid being the lowest and most advantageous to the City of Corpus Christi. The City Manager is hereby authorized to execute Change Order No. 1 to the aforesaid contract, deducting $17,000 from the contract price as bid, all as more fully set forth in said Change Order No. 1, a substantial copy of which is attached hereto and made a part hereof, marked Exhibit "A". SECTION 2. There is hereby appropriated out of the No. 295 Storm Sewer Bond Fund the sum of $252,000, of which amount $240,343 is for the construction contract, $5,000 is for inspection and survey work by City forces, and $6,657 is for incidental expenses and contingencies applicable to Project No. 295-77-12, Minor Storm Sewer Improvements. SECTION 3. That the necessity to execute the aforesaid contract and Change Order and to appropriate the sums hereinabove set out so that construction of the Minor Storm Sewer Improvements may be commenced at the earliest practicable date creates -a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no 449E34 MICROFILMED,. (9557 ,c. ordinance or resolution shall be passed finally on the date of its introduc- tion but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the // day of July, 1979. Delete requirement in Standard Specification S-54 - "Removing and Replacing Pavements" to saw cut trench outline and in lieu thereof, cut trench as near vertical as possible. 2. Delete requirement in Standard Specification S-54 - "Removing and Replacing Pavements" to backfill trench in 3 stages, and in lieu thereof, use native backfill jetted to natural bank density and warrant against failure for 1 year from date of acceptance. 3. Contractor not to begin any work as shown on Sheet 3 of 25 until further investigation on routes and methods is done to reduce cost. ADD DEDUCT $ 2,000.00 15,000.00 Why was this change necessary? (If left off the plans and specifications, explain why.) Changes are recommended to reduce cost of project without sarrificine quality of construction. How can similar changes be avoided in the future? More thorough investigation.
