HomeMy WebLinkAbout15032 ORD - 08/01/1979jkh:7-31-79;lst AN ORDINANCE AMENDING ORDINANCE NO. 8127, AS AMENDED, BY AMENDING SUBSECTION 501, AS AMENDED, BY SUBSTITUTING THE SALARY SCHEDULES ATTACHED HERETO AS EXHIBITS "A" AND "B" TO PROVIDE FOR A COST OF LIVING INCREASE TO ALL EMPLOYEES EXCEPT FIRE AND POLICE; AMENDING SUBSECTION 510 BY CHANGING CERTAIN POSITION TITLES, BY DELETING CERTAIN POSITION TITLES, AND BY ESTABLISHING NEW POSITIONS, AS MORE FULLY SET FORTH HEREIN; AMENDING SUBSECTION 552.11 BY DELETING THE PRESENT PROVISIONS AND IN LIEU THEREOF ADOPTING NEW PROVISIONS TO PROVIDE A TRANSITION PROCESS AND SCHEDULE FOR EMPLOYEES AS SET FORTH HEREINAFTER; PROVIDING A SEVERANCE CLAUSE; PROVIDING AN EFFECTIVE DATE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Ordinance No. 8127, as amended, be and the same is hereby amended by amending Subsection 501 by attaching new salary schedules for all employees except Fire and Police, substantial copies being attached hereto and made a part hereof for all intents and purposes the same as if copied verbatim herein, marked Exhibits "A" and B. SECTION 2. That Subdivision 510 Administrative, Executive, Professional and Laborers, be amended by adding the following position classifications, titles and grades: Class Code Class Title Class Grade 025 . Budget Assistant 043 Assistant Library Director 18 31 and by reclassifying the following position under Subsection 510: Class Code Class Title Class Grade 071 Director of Neighborhood From: 32 Improvement/Community To: 34 Development Coordinator and by changing the following position titles in the Administrative, Executive, Professional and Laborers Series: Class Code Class Title Class Grade 051 From: Programs Superintendent To: Recreation Superintendent 32 070 From: Operations Superintendent To: Park Superintendent 32 SECTION 3. Amending Subsection 552.11 by deleting the current provisions and in lieu thereof adopting the following provisions: 15032 "552.11 Effective July 30, 1979, employees shall be advanced according to the salary schedule below. An employee in the transition schedule, who becomes eligible for a regular step, based on time in grade after initial adjustment, shall be advanced immediately to the next step within the schedule. Thereafter, the employee shall receive another step according to the time schedule noted below. After that step has been granted, further advancements will require the completion of normal periods of service in grade and step as provided within the general salary schedule. Subsequent advancement beyond step A will be based on years of service requirements, as provided within the general salary schedule unless other- wise granted in conformity with the requirements of paragraph 552.7. "Employees in Salary Schedule B shall be advanced to the nearest salary in their respective grade which provides an increase of approximately 7%. "Anniversary dates to be used after completion of this transition process will be those which would have been in effect had this transition process not been utilized. If for any reason any section, paragraph, subdivision, clause, phrase, word or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction it shall not affect any other section, paragraph, subdivision, clause, phrase, word or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, word, phrase, or provision hereof be given full force and effect for its purpose. SECTION 5. Except as otherwise may be provided herein, the effective dates of the above changes shall be July 30, 1979. SECTION 6. The necessity to maintain at all times an efficient admjnisiration of City affairs creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its intro- duction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after Ar - its passage, IT IS ACCORDINGLY SO ORDAINED, this theday of August, 1979.
