HomeMy WebLinkAbout15043 ORD - 08/08/1979AN ORDINANCE AMENDING THE CODE OF ORDINANCES, CITY OF CORPUS CHRISTI, TEXAS, VOLUME II, CHAPTER 55 UTILITIES, ARTICLE IV, GAS RATES AND CHARGES, SECTION 55-61, CLASSIFICATION OF CUSTOMERS AND SCHEDULES OF RATES, AS SET FORTH IN ORDINANCE NO. 12210, AS AMENDED, SO AS TO CHANGE THE SCHEDULE OF GAS RATES FOR ALL CUSTOMERS OF THE CITY -OWNED GAS DISTRIBUTION SYSTEM BY PROVIDING A NEW SCHEDULE OF RATES FOR ALL GAS CUSTOMERS; DELETING SECTION 2, PURCHASED GAS ADJUST- MENT, AS SET FORTH IN ORDINANCES NOS. 11755, DATED OCTOBER 24, 1973, AND 11867, APPROVED ON JANUARY 9, 1974 AND PUBLISHED JANUARY 15, 1974 IN THE CORPUS CHRISTI TIMES; PROVIDING AN EFFECTIVE DATE; PROVIDING A SEVERANCE CLAUSE; AND PROVIDING FOR PUBLICATION. WHEREAS, the cost of providing natural gas for the customers of the Corpus Christi Gas System has increased as a result of increased prices of natural gas charged by suppliers; and WHEREAS, the cost of operating and maintaining the city's gas distribution system has increased due to inflation since the last increase in September, 1974; and WHEREAS, the City Council finds that an increase in gas rates is necessary to keep such service self-supporting; and WHEREAS, a single gas rate schedule without a price adjustment per thousand cubic feet (MCF) of gas for gas cost increases each month may be easier for the customer to understand; and WHEREAS, the 1979-80 Gas Fund Budget has been based upon the assumption that between August 1, 1979 and July 31, 1980, the weighted average price of gas purchased from the city's suppliers, unadjusted for pressure or gas loss, is $2.62 per thousand cubic feet. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. Monthly Bill Inside City Limits $ 5.59 3.69 3.56 3.00 2.94 5.59 Outside City Limits $ 6.42 4.24 4.09 3.45 3.38 6.42 SEASONAL CUSTOMERS All customers who have requested a cutoff and a reconnection at the same location or for services to the same premises, including increases or reductions of the same premises, and which cutoff was not necessitated by reason of reconstruction of the building on the premises, shall be classified as seasonal customers, and in lieu of the rates applicable to all customers, there shall be charged and collected the following charges for gas furnished and delivered to the meters by the Department of Public Utilities of the City: SEASONAL RATE Part Year Customers First 1 MCF Per month or less Next 2 MCF Per Month Next 7 MCF Per Month Next 30 MCF Per Month All over 40 MCF Min. Monthly Bill 5.59 6.42 All general customers who consume over 15,000 MCF in one month and who receive gas from the City's distribution system at the same pressure which the City receives the gas from its supplier (14.65 psi) shall be billed $.05 less per MCF than the general customer rate schedule. INCENTIVE AIR COOLING & CONDITIONING RATE (Limited to customers using less than 15 million cubic feet per month annual average) All general rate customers that have installed total energy or have gas operated air cooling and air conditioning equipment or both and have an average volume used in MCF per month in the seven summer months that exceed the five winter months average use, when inspected and approved by the Gas Division, who request in writing to be billed in the summer months on the Summer Incentive Gas Rate Schedule starting with Cycle 11 in April and ending with the billing of Cycle 10 in November shall be billed on the following -rate schedule: PRICE PER MCF Inside Outside City Limits City Limits First 1 MCF Per Month or less $ 5.59 $ 6.42 Next 2 MCF Per Month 3.69 4.24 Next 7 MCF Per Month 3.56 4.09 Next 40 MCF Per Month 3.07 3.53 Next 150 MCF Per Month 3.00 3.45 Next 300 MCF Per Month 2.96 3.40 Next 500 MCF Per Month 2.89 3.32 Next 14000 MCF Per Month 2.84 3.26 Min. Monthly Bill 5.59 6.42 SECTION 2. The rates established by this ordinance shall be applied against all gas consumed beginning with Cycle 1 on or around September 1, 1979 and which shall be billed to customers beginning with Cycle 1 on or around October 1, 1979. SECTION 3. INTERRUPTIONS: Deliveries of gas to commercial or industrial customers may be interrupted or curtailed in case of shortage or threatened shortage of gas supply from any cause whatsoever, to conserve gas for residential and other human need customers served hereunder, according to all mandatory orders of governmental agencies having jurisdiction. SECTION 4. That all ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed to the extent of such conflict. SECTION 5. If for any reason any section, paragraph, subdivision, clause, phrase, word, or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction it shall not affect any other section, paragraph, subdivision, clause, phrase, word, or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, subdivision, clause,, phrase, word, or provision hereof be given full force and effect for its purpose. SECTION 6. Publication shall be made one time in the official publication of the City of Corpus Christi, which publication shall contain the caption stating in substance the purpose of the ordinance.
