HomeMy WebLinkAbout15051 RES - 08/08/1979A RESOLUTION WHEREAS, the current rate of inflation has caused the market value of residential properties to escalate at an alarming rate for homeowners; and - WHEREAS, many homeowners live on fixed incomes which do not increase with inflation and as a result their ad valorem taxes rise faster than their income; and WHEREAS, many homeowners are raising families in homes purchased for that purpose and do not intend to sell those homes but the rising infla- tion rate raises the value of their homes and thus raises property taxes beyond what they can afford to pay; and WHEREAS, homeowners bear 52%, a disproportionate share, of the tax burden of the taxpayers of this City; and WHEREAS, more equitable distribution of the property tax burden would encourage families to own their own homes and retired citizens to continue to live in their residential homesteads; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the Texas Legislature be requested to submit to public referendum an amendment to the Texas Constitution to establish a separate classification of residential real estate so that such property could be taxed, at the discretion of the taxing jurisdiction, at a lower• value rather than at an inflation fueled value, as long as such property is used for residential purposes by the owner thereof. SECTION 2. That the City Secretary be and is hereby authorized and directed to furnish true and correct copies of this Resolution to the Governor, the Lt. Governor, the Speaker of the House, and the Nueces County Legislative delegation, and appropriate members of the Texas Senate and House of Representatives. SECTION 3. The necessity to relieve the property tax burden placed upon resident taxpayers of the City of Corpus Christi, as afore- said, creates a public emergency and an imperative public necessity requir- ing the suspension of the Charter rule that no ordinance or resolution shall 15051 • MICROFILMED 719&J be passed finally on the date of its introduction but that such ordinance' or resolution shall be read at three several meetings of the City Council„ and the Mayor having declared such emergency and necessity to exist, having requested the suspension of the Charter rule, and that this resolution take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED This the X day of ATTEST: , 1979. c ecrre ar y" /r APPROVED: /JiDAY OF 1979: J.
