AND THE CORPUS CHRISTI ARTS COUNCIL FOR ESTABLISHMENT OF A SENIOR CITIZENS MARKET PLACE FOR THE SALE OF ARTS AND CRAFTS MADE BY SENIOR CITIZENS, ALL AS MORE FULLY SET FORTH IN THE AGREEMENT, A SUBSTANTIAL COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A"; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be authorized to execute an agreement with the Junior League of Corpus Christi, Inc. and the Corpus Christi Arts Council for establishment of a Senior Citizens Market Place for the sale of arts and crafts made by senior citizens, all as more fully set forth in the agreement, a substantial copy of which is attached hereto, marked Exhibit "A", and made a part hereof. SECTION 2. The necessity to authorize execution of the afore- said agreement at the earliest practicable date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the /9 day of September, 1979. (League), the Corpus Christi Arts Council (Arts Council), and the City of Corpus Christi, acting through its Senior Community Services Center (Senior Services), agree to jointly sponsor a Senior Citizens Market Place project according to the follow- ing provisions: (1) Project Description: The project will provide a craft outlet where handicrafts and other goods owned and made by senior citizens may be sold on consignment. It is envisioned that this project will provide senior citizens with a meaningful, productive activity as well as provide supplemental incomes and second careers. It will encourage the appreciation and perpetuation of heritage handicraft skills and foster a positive image of the older adult as a gifted, contributing member of the community. In addition, a skills registry will be maintained and thus enable senior citizens with expertise and marketable skills to be available for other projects in the community; likewise, it is envisioned that such registry will serve to preserve knowledge with respect to certain older crafts and skills which might otherwise be lost to the passage of time. (2) Duration of Commitment Under This Contract: One Year. (3) Areas of Responsibility by Sponsors: (a) For Senior Services: Senior Services shall be primarily responsible for providing volunteers to staff the retail outlet conducted under this project; it shall also provide information concerning available senior citizens, craft skills, and assistance in coordinating this project with others maintained for the elderly. It is specifically understood and agreed by the sponsors that Senior Services shall have no funding responsibility. (b) For the Arts Council: The Arts Council shall be primarily responsible for obtaining information on similar projects elsewhere, providing guidelines for quality control with the products handled, and assistance in matters concerning publicity and the dissemina- tion of information concerning the project to interested people. (c) For the League:. The League shall make available the sum of Fifteen Hundred Dollars ($1,500.00) to help defray the expenses of this project, including leasehold expense. League shall assume,full responsibility for conducting and managing all programs for senior citizens under this contract. League shall be primarily responsible for finding suitable space to lease and for negotiating an appropriate lease contract for the desired space. The League shall act as Lessee and shall administer the lease. In addition, the League shall endeavor to provide assistance in con- structing leasehold improvements and otherwise providing the expertise for establishing a small business. The League expressly agrees hereby to indemnify and hold harmless the Senior Community Services Center and the City of Corpus Christi from all liability arising from any activity or operation authorized under this contract. (4) Representation of Sponsors: Each sponsor agrees to designate one person who will serve as a liaison member during the duration of this project. The respective initial liaison members are as follows: Senior Services - Director Arts Council - Executive Director Junior League - Project Chairman [5) Major Decisions Pertaining to Project: It is agreed that all major decisions pertaining to this project, and the activities of this project, shall be made through the joint action of all of the liaison members. (6) Handling of Funds: It is contemplated that goods will be sold on consignment with a portion of all sales proceeds being allotted to the respective senior citizen artisans, and the balance thereof being retained to cover necessary operating expenses for the project. (7) Long Range Organization: Initially, the endeavor is being conducted as a joint project by the sponsors; however, if the project proves to be successful, it is recognized by the sponsors that a separate entity with its own governing board would be appropriate for conducting this activity thereafter. -2- The establishment of such separate entity shall be at the sole discretion of the sponsors.
