HomeMy WebLinkAbout15153 ORD - 10/03/1979vp:9/26/79:1st, AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT IN THE AMOUNT OF $256,154 FOR THE ADMINISTRATION OF THE CITY OF CORPUS CHRISTI COMPREHENSIVE EMPLOYMENT AND TRAINING ACT TITLE II -D AND TITLE VI PUBLIC SERVICE EMPLOYMENT PROGRAM FOR THE PERIOD OF OCTOBER 1, 1979 THROUGH SEPTEMBER 30, 1980, AS MORE FULLY SET OUT IN SAID CONTRACT, A COPY OF WHICH, IN SUB- STANTIALLY THE SAME FORM, IS ATTACHED HERETO AND MARKED "EXHIBIT A" AND MADE A PART HEREOF; AND DECLAR- ING AN EMERGENCY, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to execute a contract in the amount of $256,154 for the administration of the City of Corpus Christi Comprehensive Employment and Training Act Title II -D and Title VI Public Service Employment Program for the period of October 1, 1979 through September 30, 1980, as more fully set out in said contract, a copy of which, in substantially the same form, is attached hereto and marked "Exhibit A" and made a part hereof. SECTION 2. That the necessity to authorize execution of the afore- said contract and all related and necessary documents creates a public emer- gency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its intro- duction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the .4 day of September, 1979. Functions of the CETA Unit include recruitment, placement, counseling, and training of CETA participants, development and administration of sub- contractor programs and the design of implementation of Title VI Special Projects. CETA Public Service employees are placed through- out the City structure, with numerous community based organizations utilizing work -site agreements, and with agencies and organizations which enter into formal contracts with the City. The grants combined can support 570 participants on board. To accomplish this, the City will create approximately 700 positions. This will allow some flexi- bility in the effort to maintain the level of enrollment the grants can support. Due to varying levels of funding, participant turnover, special projects ending, and mandated changes, the City of Corpus Christi's Public Service Employment Program will continue to be modified and adjusted to comply with the requirements and provisions of the Comprehensive Employment and Training Act amendments of 1978. With Public Service Employment participation limited to a maximum of 78 weeks, CETA is clearly intended to be a temporary, maximum impact program of employment and training leading to heighten employability skills, enabling participants to complete in the permanent labor market. To accomplish this, the Personnel/CETA Unit will develop short term remedial educational training, classroom skill training, basic academic courses, and supportive services to assist in the development of personnel growth skills as well as basic work and occupational ethics orientation.
