ESTABLISHING A FUND FOR SELF-INSURANCE AGAINST LIA-
BILITY CLAIMS; PROVIDING FOR FUTURE ADDITIONS TO
SAID FUND; PROVIDING FOR ADMINISTRATIVE ACTION ON
CERTAIN CLAIMS,AND EXPENDITURES RELATED TO SELF-
INSURANCE; AND DECLARING AN EMERGENCY.
WHEREAS, the City Council of the City of Corpus Christi has deter-
mined it to be in the best interests of the City to be self-insured for the
purposes of liability risks; and
WHEREAS, the City Council of the City of Corpus Christi hereby
expresses the intent that cash reserves over and above normal annual budgeted
anticipated claims and operating expenses shall be accumulated for the pur-
poses of such liability risks; and
WHEREAS, the City Council of the City of Corpus Christi hereby
expresses the intent that the City shall accumulate at least $2,000,000 for
such cash reserves and continue to maintain that amount each year through
contributions from the City's operating funds as necessary; Now, Therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS: , '
SECTION 1. The Self -Insurance Fund, a trust fund for self-insurance,
is hereby established to provide coverage for liability risks including, but
not limited to, the following types: auto liability, general liability, ex-
cess liability, liability of public officials, liability for money and securi-
ties, and unemployment compensation. No part of said fund shall be expended
for any purposes other than the liability of the City of Corpus Christi, Texas,
its officers, agents and employees.
SECTION 2. Each operating fund shall pay into the Insurance Fund
an amount equal to not less than 90% of the estimated insurance premium appli-
cable to each type of risk involved in that operating fund. The Insurance
Fund will thereupon transfer, to the Self -Insurance Fund the estimated alloca-
tions for self-insurance.
SECTION 3. The City Manager is hereby authorized to establish admin-
istrative procedures for the settlement and payment of claims up to $5,000
per claimant. Proposed settlements of claims exceeding $5,000 per claimant
shall be submitted to the City Council for approval upon the recommendation
of the City Manager.

SECTION 4. The necessity to establish a Fund for Self -Insurance
against liability claims at the earliest possible date creates a public
emergency and an imperative public necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council and the Mayor having
declared that such emergency and necessity exist, having requested the sus-
pension of the Charter rule and that this ordinance take effect and be in
full force and effect from and of its passage, IT IS ACCORDINGLY SO
ORDAINED this the day of , 1979.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
