AN ORDINANCE
AMENDING ORDINANCE NO. 8127, AS AMENDED, BY AMENDING
SECTION 510, ADMINISTRATIVE, EXECUTIVE, PROFESSIONAL
AND LABORERS, BY ADDING NEW POSITION TITLES, CODES AND
GRADES; AMENDING SUBSECTION 552.1 SO AS TO PROVIDE
FOR ADVANCEMENT FROM STEPS "A" THROUGH "G" IN SALARY
GRADES 24 AND BELOW AND STEPS "A" THROUGH "E" IN SALARY
GRADES 25 AND ABOVE ON THE BASIS OF ACHIEVEMENT OF
MINIMUM PERIODS OF SERVICE AND SATISFACTORY PERFORMANCE,
AND FOR ADVANCEMENT BEYOND STEP "E" IN GRADES 25 AND
ABOVE TO BE BASED ON OUTSTANDING PERFORMANCE AND/OR
LABOR MARKET CONDITIONS; AMENDING SUBSECTION 552.11 TO
PROVIDE A NEW SALARY SCHEDULE FOR SALARY GRADE 9 THROUGH 22,
EFFECTIVE JULY 30, 1979; AMENDING SUBSECTION 802 OVERTIME
COMPENSATION TO PROVIDE OVERTIME COMPENSATION FOR GRADE 23
AND ABOVE WHEN PERFORMING WORK UNDER A CONTRACT OR AGREE-
MENT WITH ANOTHER GOVERNMENTAL JURISDICTION OR FOR EMER-
GENCY PURPOSES; AMENDING SUBSECTION 850.2 TO PROVIDE FOR
REIMBURSEMENT FOR THE USE OF MOTORCYCLES BY POLICE OFFICERS
OF $.16 PER MILE UP TO 1200 MILES PER MONTH; AMENDING
SUBSECTION 850.3 TO PROVIDE FOR REIMBURSEMENT FOR USE OF
PRIVATE VEHICLES ON CITY BUSINESS FROM $.15 TO $.18 PER MILE;
PROVIDING A SEVERANCE CLAUSE; PROVIDING AN EFFECTIVE DATE;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 8127, as amended, be and the same
is hereby amended by amending Section 510 Administrative, Executive, Profes-
sional and Laborers, by adding the following position classifications,
titles and grades:

SECTION 2. Amending Subsection 552.1 to hereafter read as follows:
"552.1 Advancement from steps 'A' through 'G' in salary grades
24 and below and steps 'A' through 'E' in salary grades 25 and above shall
be based on the achievement of minimum periods of service and satisfactory
performance. All advancements beyond Step E in grades 25 and above shall be
as a result of outstanding performance and/or labor market conditions. The
provisions of this subsection shall become effective July 31, 1980."
SECTION 3. Amending Subsection 552.11 to hereafter read as follows:
"552.11 Effective July 30, 1979, employees in salary grade 9 through
22 shall be advanced according to the salary schedule below. Employees in
Salary Schedule B shall be advanced in the nearest salary step ig`(ak`ti•MEa

respective grade which provides an increase of approximately 7%. An employee
in Salary Schedule A or B who would have been eligible for a regular longevity
step had the 1979-80 salary transition not occurred shall be eligible to
receive the next step within the salary schedule. Employees shall be eligible
to receive further advancement either according to the time schedule noted
below or after the completion of normal periods of service in grade and step
as provided within the general salary schedule, unless otherwise granted in
conformity with the requirments of paragraph 552.7. Effective January 27,
1980, transition Step A-2 in Salary Schedules A and B shall be deleted.
Employees remaining in Step A-2 will be advanced to transition Step A-1
effective January 28, 1980.
Anniversary dates to be used after completion of this transition
process will be those which would have been in effect had this transition
process not be utilized. --

SECTION 4. That Subsection 802 be amended to hereafter read as
follows:
"802 Overtime Compensation. All full-time employees in positions
of Grade 22 and below, Equipment Operator IV's, Engineering Design personnel,
Senior Radio Technicians, and all positions in the Police and Fire Series
except Police and Fire Chiefs, Assistant Police Chiefs, and Police Commanders

when assigned duties normally attendant to their management responsibility,
shall be paid for authorized overtime work at the rate of one and one-half times
the regular rate, provided that such rate for positions in the Fire Series
with scheduled work weeks other than 40 hours shall be computed on the basis
of 173.33 hours per month. Compensatory time off equal to the actual hours
of overtime may be granted and scheduled at the discretion of the department
head concerned. Employees within the Police Series may elect, with the con-
currence of the department head, to be granted compensatory time off at the
rate of one and one-half times the actual hours of overtime worked in lieu of
overtime cash payment. Other salaried officers and employees in positions of
Grade 23 or above, excluding Equipment Operator IV's and Engineering Design
personnel, shall not be eligible for regular overtime compensation as pro-
vided above, but may be granted compensatory time off in unusual cases when
authorized by the City Manager; except upon authorization of the City Manager,
overtime work may be paid on a straight time basis or at the rate of one and
one-half times the regular rate for work performed under contracts or agree-
ments with other governmental jurisdictions or agencies or without contracts
in the event of emergency."
SECTION 5. Amending Subsection 850.2 to hereafter -read as follows:
"850.2 The use of a motorcycle owned by a Police Officer shall be
compensated at the rate of $0.16 per mile up to 1200 miles per month. Miles
driven in excess of 1200 miles per month may be accumulated for the purpose
of reporting said mileage for payment during any month a Police Officer is
on vacation, sick leave, or other authorized leave of absence with pay.
Police motorcycle mileage shall be recorded according to the beginning and
ending mileage for each shift."
SECTION 6. Amending Subsection 850.3 to hereafter read as follows:
"850.3 In cases of local need for travel with the use of a person-
ally owned automobile in the conduct of City business, the City Manager shall
in lieu of the above, authorize a mileage allowance of $0.18 per mile for
such travel. All employees authorized to receive automobile reimbursement
after August 4, 1975, shall be reimbursed on a reported trip -mileage basis
with a minimum compensation of $26.00 per month. All employees already
receiving standard schedule monthly automobile allowance above the minimum
level of $20.00 per month prior to August 4, 1975, may, at the discretion

and approval of their department administrator, continue to be paid such
reimbursement or voluntarily elect to be reimbursed on a reported trip -mileage
basis. In the event this voluntary election is made it shall be irreversible."
SECTION 7. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision of this ordinance shall be held invalid
or unconstitutional by final judgment of a court of competent jurisdiction it
shall not affect any other section, paragraph, subdivision, clause, phrase,
word, or provision of this ordinance, for it is the definite intent of this
City Council that every section, paragraph, subdivision, clause, word, phrase
or provision hereof be given full force and effect for its purpose.
SECTION 8. Except as otherwise may be provided herein, the effective
dates of the above changes shall be from and after the passage of this ordinance.
SECTION 9. The necessity to maintain at all times an efficient
administration of City affairs creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordi-
nance or resolution shall be passed finally on the date of its introduction
but that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared that such emergency and
necessity to exist, having requested the suspension of the Charter rule
and that this ordinance be passed finally on the date of its introduction and
take effect and be in full force and effect from and after its passage, IT
IS ACCORDINGLY SO ORDAINED, this the /,2�- day of December, 1979.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.
