N. STEVENS WATER TREATMENT PLANT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A"; SAID AMENDMENT PROVIDING FOR A REVIEW OF THE ENGINEERING RECOMMENDATIONS BY BLACK & VEATCH; APPROPRIATING AND REAPPROPRIATING $10,000 OUT OF THE NO. 141 WATER FUND, RESERVE ACCOUNT, ACTIVITY 5199, CODE 490 AND ESTABLISHING AN APPROPRIATION OF $10,000 IN FUND NO. 141, ACTIVITY 5181, CODE 502, TO BE PAID TO McCAUGHAN, ETHERIDGE & WEBB UPON PER DIEM BILLING FROM BLACK & VEATCH, APPLICABLE TO PROJECT NO. 141-5181-502, 0. N. STEVENS WATER TREATMENT PLANT EXPANSION; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to execute an amendment to the contract with McCaughan, Etheridge & Webb for engineering services to be provided in connection with the expansion of the , 0. N. Stevens Water Treatment Plant, a substantial copy of which is attached hereto and made a part hereof, marked Exhibit "A"; said amendment providing for a review of the engineering recommendations by Black & Veatch. SECTION 2. There is hereby appropriated and reappropriated the sum of $10,000 out of the No. 141 Water Fund, Reserve Account, Activity 5199, Code 490. There is hereby established an appropriation of $10,000 in Fund No. 141, Activity 5181, Code 502, to be paid to McCaughan, Etheridge & Webb upon per diem billing from Black & Veatch, applicable to Project No. 141-5181-502, 0. N. Stevens Water Treatment Plant Expansion. SECTION 3. The necessity to authorize execution of the said amend- ment and appropriation of the sums aforesaid in order that the Oso Wastewater Treatment Plant improvements may continue without delay creates a public emer- gency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared that such emergency and necessity exist, having requested the suspension of the Charter 15264 MICR01•1LW Lu AUG 28 1980 rule and that this ordinance be passed finally on the date of its introduc- tion and take effect and be in full force and effect from and after its pas- sage, IT IS ACCORDINGLY SO ORDAINED, this the 12— day of December, 1979. Stevens Plant Expansion Dear Mr. Townsend: 320 WILSON BUILDING CORPUS CHRISTI, TEXAS 78476 In response to your request that we arrange for an independent review of our preliminary report and proposed plan of construction for the O.N. Stevens Plant Expansion by another engineering firm which is especially qualified in the treatment process field, we offer the following. We propose to have such a review made by the firm of Black and Veatch. They have made a proposal to perform the work on a per diem basis, not to exceed $10,000.00. We will engage them for our account and pay them directly. Our engineering fee due from the City is to be amended to include this additional amount, as this service was not included in the original contract of August 10, 1979. We will bill the City upon receipt of the statement from Black and Veatch, in the exact amount of their bill, without markup. Their basis of per diem charges is twice the actual payroll cost (salary plus 25 percent), plus 1.10 times direct out-of-pocket ex- penses. We have provided you information on their firm and on the principal personnel who will be involved in the review. They expect to have a letter report in our hands by January 1, 1980, covering the following reviews: 1. Verification of compliance with existing and proposed regulations of the Safe Drinking Water Act. 2. Verification of the cost-effectiveness of the process. n Page 2 Mr. R. Marvin Townsend December 11, 1979 3. Examination of alternative processes to determine if opti— mum variations have been selected. 4. Review of the proposed units and elements of the plant as to size, geometric configuration, and function. Should the review indicate that modifications of our preliminary plan and report are desirable, we will follow through with them.
