WHEREAS, the need to improve McArdle Road from Holmes Drive
to Crescent Drive is imminent due both to the condition of the existing
roadway and the present two-way traffic volumes approaching 8000 vehicles
per day, and;
WHEREAS, funding for the City of Corpus Christi share of the
proposed construction has been provided by the 1972 City-wide bond referen-
dum, and;
WHEREAS, sizeable delays have been encountered on the project
due to the condition of City owned utility systems under the roadway, and;
WHEREAS, adequate right-of-way has not been available to widen
the roadway to the determined ultimate needs of the City, and;
,WHEREAS, by separate contract the City has resolved the problem
of City owned utility systems under the roadway, and;
WHEREAS, several major property owners along the route of the
project have agreed to dedicate additonal and sufficient right -of -wady for
the widening of McArdle Road to ultimate needs along the project, and;
WHEREAS, it is imperative and in the best public interest that
actual reconstruction of the project roadway commence at the earliest
possible date, and;
WHEREAS, plans and specifications for the project are being pre-
pared by District16 of the Texas Department of Highways and Public Trans-
portation with bids planned to be received by the same state agency.
-NOW THEREFORE, it is hereby resolved that the City of Corpus
Christi is hereby requesting that, due to'the aforementioned public need
and necessity, the District 16 office of the Texas Department of Highways
and Public Transportation proceed with all due haste in the completion of
the project plans and specifications such that the public may soon enjoy
the reconstruction improvements and further that said District 16 office
of the Texas Department of Highways and Public Transportation be requested
to schedule a bid letting date on the project such that actual construction
on McArdle Road from Holmes Drive to Crescent Drive can begin no later than
July, 1980.

The necessity to immediately urge the improvement of the
aforesaid portion of McArdle Road creates a public emergency and an
imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the
date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor
having declared that such emergency and necessity exist, having re-
quested the suspension of the Charter rule and that this resolution
be passed finally on the date of its introduction and take effect
and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO RESOLVED, this the 26th day of December, 1979.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
