AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE CETA TITLE VI
CONTRACT MODIFICATIONS WITH CORPUS CHRISTI INDEPENDENT
SCHOOL DISTRICT, CORPUS CHRISTI STATE SCHOOL, AND JAPANESE
ART MUSEUM, TO CONTINUE 69 PUBLIC SERVICE EMPLOYMENT JOBS
AND TO CHANGE THE CONTRACT PERIOD FROM OCTOBER 1, 1979
THROUGH SEPTEMBER 30, 1980 TO OCTOBER 1, 1979 THROUGH
MARCH 31, 1980, AS MORE FULLY SET FORTH IN THE CONTRACT
MODIFICATIONS, SUBSTANTIAL COPIES OF WHICH ARE ATTACHED
HERETO AND MADE A PART HEREOF, MARKED EXHIBITS "A", "B",
AND "C"; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
RELATED AND NECESSARY DOCUMENTS TO MODIFY THE AFORESAID
CONTRACTS; AND DECLARING AN EMERGENCY.
BE IT ORDAINED.BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be authorized to execute CETA Title
VI Contract Modifications with Corpus Christi Independent School District,
Corpus Christi State School, and Japanese Art Museum, to continue 69 Public
service employment jobs and to change the contract period from October 1,
1979 through September 30, 1980 to October 1, 1979 through March 31, 1980, as
more fully set forth in the contract modifications, substantial copies of
which are attached hereto and made a part hereof, marked Exhibits "A", "B",
and "C". The City Manager is further authorized to execute all related and
,necessary documents to modify the aforesaid contracts.
SECTION 2. That the necessity to execute the aforesaid contract
a
modifications and all related and necessary documents at the earliest practicable
date creates- a public emergency and an imperative public necessity requiring
tfie suspension of the Charter rule that no ordinance or resolution shall be
passed finally on the date of its introduction but that such ordinance or
resolution shall be read at three several meetings of the City Council, and
the Mayor having declared that such emergency and necessity exist, and having
requested the suspension of the Charter rule and that this ordinance be passed
finally on the date of its introduction and take effect and be in full force and
effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the
23 day of January, 1980.

This contract is entered into by the City of Corpus Christi herein after referred to as
Program Agent and Corpus Christi Independent , hereinafter referred to as Contractor.

The Contractor agrees to operate CETA Employment and Training Program in accordance with
the provisions of this agreement. This contract consists of pages, including this page,
and such other provisions and documents as are included herein.
The Contractor hereby agrees that he has read this Contract and will abide by all terms
specified herein and also certifies that the information in this Contract is correct to the
best of his knowledge and belief and this Contract has been fully authorized. Funds hereby
being obligated are subject to the availability clause.
A. CONTRACT PERIOD : This contract covers the period (date) from October 1, 1979 to
March 31, 1980
B. MODIFICATION : This action increases decreases X does not -change _ the Prime

GENERAL INTENT:
Corpus Christi Independent School District CETA Title VI Contract is modified to
reduce the level of funding from $377,700 by $243,100 to a new level of $134,600.
The contract modification changes the contract period to October 1, 19.79 thru
March 31, 1980 to. provide funding for the first six months of FY 80. The number
of authorized positions have been reduced from 50 to 32.

PROGRAM NARRATIVE
A. Public Service Employment participants employed through Title VI of the
Comprehensive Employment and Training Act Amendments of 1978 will be re-
cruited and employed consistent with the Rules and Regulations as published
in the Federal Register, April 3, 1979, Volume 44, Number 65. The City of
Corpus Christi's Title VI grant will be used to balance Title VI non -project
and project expenditures as required by CETA regulations.
B. Recruitment for position vacancies will be conducted by the City of Corpus
Christi's Personnel/CETA Unit through the Texas Employment Commission. Eli-
gibility certification of the applicant will be consistent with established
policies of the Coastal Bend Consortium. Selection and hiring of applicants
certified as eligible for Title VI Program participation will be conducted
as specified in the Act and its 78 amendments by the contractor.
C. Monitoring of the program will be the responsibility of the contractor and is
also subject to monitoring by the City of Corpus Christi as the program agent.
D. The contractor agrees to adhere to the average annual wage of $7,347 as mandated
by Issuance No. 17-80, dated October 29, 1979.

This contract is entered into by the City of Corpus Christi herein after referred to as
Program Agent and Corpus Christi State School , hereinafter referred to as Contractor.
The Contractor agrees to operate CETA Employment and Training Program in accordance with
the provisions of this agreea!ent. Tiiis contract consists of 22 pages, including this page,
and such other provisions and documents as are included herein.
The Contractor hereby agrees that he has read this Contract and will abide by all terms
specified herein and also certifies that the information in this Contract is correct to the
best of his knowledge and belief and this Contract has been fully authorized. Funds hereby
being obligated are subject to the availability clause.

GENERAL INTENT:
Corpus Christi State'School CETA Title VI Contract is modified to reduce the
level of 'funding from $360,000 by $245,000 to a new level of $115,000. The
contract modification changes the contract period to October 1, 1979 thru
March 31, 1980 to provide funding for the first six months of FY 80. The
number of positions has been reduced from 49 to 36.

2. Page 3, Program Narrative, of this modification will replace Page 1A , Program
Narrative of the original contract.

PROGRAM NARRATIVE
A. Public Service Employment participants employed through .Title VI of the
Comprehensive Employment and Training Act Amendments of 1978 will be re-
cruited and employed consistent with the Rules and Regulations as published
in the Federal Register, April 3, 1979, Volume 44, Number 65.
B. Recruitment for position vacancies will be conducted by the City of Corpus
Christi's Personnel/CETA Unit through the Texas Employment Commission.' Eli-
gibility certification of the applicant will be consistent with established
policies of the Coastal Bend Consortium. Selection and hiring of applicants
certified as eligible for Title VI Program participation will be conducted
as specified in the Act and its 78 amendments by the contractor.
C. Monitoring of the program will be the responsibility of the contractor and is
also subject to monitoring by the City of Corpus Christi as the program agent.
D. The contractor agrees to adhere to the average annual wage of $7,347 as mandated
by Issuance No. 17-80, dated October 29, 1979.

PROGRAM NARRATIVE
A. Public Service Employment participants employed through Title VI of the
Comprehensive Employment and Training Act Amendments of 1978 will be re-
cruited and employed consistent with the Rules and.Regulations as published
in the Federal Register, April 3, 1979, Volume 44,'. Number 65. The City of
Corpus Christi's Title VI grant will be used to balance Title VI non -project
and project expenditures as required by CETA regulations.
B. Recruitment for position vacancies will be conducted by the City of Corpus
Christi's Personnel/CETA Unit through the Texas Employment Commission. Eli-
gibility certification of the applicant will be consistent with established
policies of the Coastal Bend Consortium. Selection and hiring of applicants
certified as eligible for Title VI Program participation will be conducted
as specified in the Act and its 78 amendments by the contractor.

C. Monitoring of the program will be the responsibility of the contractor and is
also subject to monitoring by the City of Corpus Christi as the program agent.
D. The contractor agrees to adhere to the average annualwage of $7,347 as mandated
by Issuance No. 17-80, dated October 29, 1979.
