RECOGNIZING THE NEED FOR DEVELOPMENT OF STATE HIGHWAY 44 AND
U. S. HIGHWAY 59 BETWEEN CORPUS CHRISTI AND LAREDO.
WHEREAS, the Cities of Corpus Christi and Laredo, in order
to improve trade between Mexico and the Port of Corpus Christi, are
seeking to improve the transportation system between the two cities;
and
WHEREAS, the existing transportation system does not offer a
good incentive for truck traffic to commute between Laredo and Corpus
Christi, but to divert traffic to the Ports of Houston and Galveston;
thereby bypassing our communities and the Port of Corpus Christi; and
WHEREAS, the Port of Corpus Christi has initiated a four
year $22 million capital expansion project to expand cargo docks and
container handling capability to compliment the Port's Foreign Trade
Zone and marketing efforts in Northern Mexico; and
WHEREAS, the Maquiladora Program currently has more than
1700 plants in operation, with more planned, purchasing more than
$8 billion in U. S. component parts, directly supporting more than
25,000 businesses in 49 states; and
WHEREAS, the increased traffic along this system would
enhance economic development through our community; and
WHEREAS, development of State Highway 44 and U. S.
Highway 59 into a four -lane divided highway will enhance long-range
economic development of South Texas and the state and foster
industrial development along the route;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council recognizes the need for
development of State Highway 44 and U. S. Highway 59 between Corpus
Christi and Laredo into a four lane divided highway with relief routes
provided for the Cities of San Diego, Alice, and Robstown, to serve
existing and expected development of commerce between Mexico and the
Port of Corpus Christi.
SECTION 2. That because these relief routes are of primary
importance to safely and effectively handle increased traffic and

truck traffic between Mexico and the Port of Corpus Christi, that the
routes be developed as expediently as possible.

For the reasons set forth in the emergency clause of the foregoing
ordinance an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances at three regular
meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance finally on the date it is introduced, or at
the present meeting of the City Council.
