AMENDING THE CODE OF ORDINANCES, BY AMENDING CHAPTER 2,
ADMINISTRATION, BY CREATING A NEW DIVISION 12, HONEY BEE
ADVISORY COMMITTEE.
WHEREAS, honey bees are of benefit to mankind by providing
agriculture, fruit and garden pollination services and by furnishing
honey, wax, and other useful products; and
WHEREAS, domestic strains of honey bees have been
selectively bred for desirable traits, including gentleness, honey
production, and tendency not to swarm; and
WHEREAS, as Africanized honey bees presently in Mexico
spread to Texas, the local honey bee population will be threatened to
become Africanized over the next few years resulting in greater
interaction with the public, a four to five fold increase in multiple
stinging incidents requiring medical treatment, and occasional mass
stinging attacks and fatalities; and
WHEREAS, gentle strains of honey bees can usually be
maintained within populated areas in reasonable densities without
causing a nuisance if the bees are properly located and carefully
managed; and
WHEREAS, experts recommend that local governments establish
public education programs, regulatory programs, and public response
teams to control the threat of Africanized honey bees;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:

Miscellaneous Boards, Commissions and Committees, by creating a
Honey Bee Advisory Committee, to read as follows:
Division 12. Honey Bee Advisory Committee
Sec. 2-140. Created, membership, terms.
There is hereby created the Honey Bee Advisory Committee
which shall consist of nine members, comprised of eight
members appointed by the City Council and one ex officio
member. Appointed members shall include the following:
One commercial beekeeper.
One hobbyist beekeeper.
One representative of the Coastal Bend Beekeepers
Association.

One licensed pest control contractor.
One representative of the Nueces County Medical Association.
Three other residents of Corpus Christi.
Terms shall be three years, and shall be staggered by the
initial appointment of four members for terms expiring
May 31, 1992, and four members for terms expiring May 31,
1993. Upon the occurrence of any vacancy, it shall be
filled for the unexpired term.
The Extension Agent -Entomologist on staff at the Texas A & M
Research and Extension Center at Corpus Christi shall be an
ex officio member.
Sec. 2-141. Duties.
The Committee shall advise and make recommendations for the
maintenance and management of the honey bee population in
Corpus Christi, with attention to the following areas of
concern:
(1) The regulation of the proper care and keeping of bees
by beekeepers and property owners with the goal of
maintaining a population of gentle and manageable honey bees
in the City.
(2) Adequate and reasonably available services for the
destruction of Africanized honey bees.
(3) Education of beekeepers, property owners, pest control
contractors, emergency response personnel, medical service
providers, and other affected interests about their
anticipated interaction with Africanized honey bees and
sting victims.
(4) Public education in anticipation of widespread public
concern about the threats, both real and perceived, posed by
Africanized honey bees.
SECTION 2. If for any reason any section, paragraph,
subdivision, clause, phrase, word or provision of this ordinance shall
be held invalid or unconstitutional by final judgment of a court of
competent jurisdiction, it shall not affect any other section,
paragraph, subdivision, clause, phrase, word or provision of this
ordinance for it is the definite intent of this City Council that
every section, paragraph, subdivision, clause, phrase, word or
provision hereof be given full force and effect for its purpose.
SECTION 3. Publication shall be made one time in the
official publication of the City of Corpus Christi by publishing the
caption stating in substance the purpose of the ordinance, this
ordinance to become effective upon such publication.

SECTION 4. The City Manager is instructed to maintain
supervision over the activities of the committee until the committee
has submitted a recommended ordinance for consideration by the City
Council.
