AMENDING ORDINANCE 20959, BUDGET ORDINANCE, TO AUTHORIZE
TEMPORARY INCREASE IN POLICE CAPTAINS DUE TO SETTLEMENT
OF LAWSUIT; PROVIDING FOR SEVERANCE; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That Ordinance 20959, passed and approved on
July 31, 1990, be and the same is hereby amended by amending
Section 3 to read as follows:
SECTION 3. Police Officer Positions
The number of positions for each police officer
classification in the Police Department shall be:
Police officer and senior officer -- 308 * **
Lieutenant -- 32
Captain -- 18 ***
Commander -- 6
Assistant Chief -- 2
Chief -- 1
*These classifications are interchangeable. Any police
officer may become a senior police officer after 30
months' service by passing a pass/fail exam.
**This number may be temporarily increased by graduates
from a police academy authorized by the City Manager,
which temporary increase shall be reduced to authorized
strength through attrition.
***This number will be temporarily increased to 20 by
promotion due to judgment and settlement in Benavides, et
al v. City, et al, Cause No. 87-4503-G, which temporary
increase shall be reduced to the authorized strength of
18 through attrition.
The salary ranges for Police Chief, Assistant Police
Chief, Police Commander, and Police Captain are hereby
increased by four percent rounded to the nearest one
hundred dollars.
SECTION 2. That upon final passage of this amendment to
the 1990-91 budget ordinance, a true, certified copy of the same be
forthwith transmitted by the City Manager to the County Clerk of

SECTION 3. If for any reason any section, paragraph,
subdivision, clause, phrase, word, or provision of this ordinance
shall be held invalid or unconstitutional by final judgment of a
court of competent jurisdiction, it shall not affect any other
section, paragraph, subdivision, clause, phrase, word, or provision
of this ordinance, for it is the definite intent of this City
Council that every section, paragraph, subdivision, clause, phrase,
word, or provision hereof be given full force and effect for its
own purpose.
SECTION 4. That upon written request of the Mayor or
five Councilmembers, copy attached, to find and declare an
emergency due to the need for the efficient and effective
administration of City affairs, such finding of an emergency is
made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances at three regular meetings
so that this ordinance is passed and shall take effect upon first
reading as an emergency measure this the day of( j' ,

For the reasons set forth in the emergency clause of the foregoing
ordinance an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances at three regular
meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance finally on the date it is introduced, or at
the present meeting of the City Council.
