ENDORSING THE INITIATION OF A HUMAN RESOURCE INVESTMENT
SYSTEM BY THE CORPUS CHRISTI/NUECES COUNTY PRIVATE INDUSTRY
COUNCIL.
WHEREAS, the 71st Legislature of the State of Texas has
recognized the Human Investment System (HIS) as a means to build a
quality Texas workforce; and
WHEREAS, the City of Corpus Christi and Nueces County
currently lack a comprehensive strategy for workforce development; and
WHEREAS, the Corpus Christi City Council recognizes that an
investment in Human Resources is an investment in the future economy
of the area;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the Corpus Christi City Council hereby
endorses the Human Investment System as a means to build a quality
workforce in the City of Corpus Christi and Nueces County.
SECTION 2. That the Corpus Christi/Nueces County Private
Industry Council be encouraged to initiate a Human Resource Investment
System that will link employment, education, training and human
service resources into a system with a common strategy for building a
quality workforce.
SECTION 3. That the objectives of the HIS are to change how
people access and receive multi -agency services, through integrated
planning, assessment and data systems and to provide incentives for
agencies to participate and accept the need for changes.
SECTION 4. That local agencies and groups such as education
institutions, United Way, Texas Employment Commission, Texas
Department of Human Services, Texas Rehabilitation Commission, Nueces
County Mental Health Mental Retardation, the Regional Transportation
Authority, Chamber of Commerce, Junior League, the Literacy Council
and other interested groups endorse and participate to the fullest
extent possible to address the objectives of the HIS in Nueces County.
