HomeMy WebLinkAbout021016 RES - 11/06/1990A RESOLUTION IN SUPPORT OF THE CONTINUATION OF THE HOSPITAL AT NAVAL AIR STATION CORPUS CHRISTI, TEXAS WHEREAS, the Department of the Navy has proposed to downgrade the naval hospital at the Naval Air Station in Corpus Christi to a government owned, contractor -operated clinic; and WHEREAS, there are approximately 25,000 active military and retired members and their dependents within a 100 -mile radius of the hospital who depend on military operated medical facilities for medical care; and WHEREAS, the Naval Air Station hospital provided outpatient services to over 88,000 patients in 1989; and WHEREAS, there are approximately 10,000 veterans that winter in the Coastal Bend who also depend upon the Naval Air Station hospital for medical services; and WHEREAS, the naval hospital has provided medical services to over 71,000 patients from Corpus Christi, over 16,000 from NAS Beeville, over 16,000 from NAS Kingsville, and over 12,000 from NAS Dallas; and WHEREAS, a substantial number of active duty military personnel would not retire in Corpus Christi and a substantial number of retired military personnel would leave Corpus Christi because of the lack of adequate military operated medical facilities in the event the hospital were downgraded to a clinic; and WHEREAS, a substantial number of military retirees and their dependents would not winter in the Coastal Bend because of the lack of adequate military operated medical facilities if the hospital services were reduced; and WHEREAS, the Naval Air Station hospital contributes approximately $24 million annually to the Corpus Christi economy; and WHEREAS, with reduction of hospital personnel, it is estimated that 250 housing units would be vacated; and WHEREAS, the cost of providing health care to military retired personnel and their dependents through Civilian Health and Medical Programs of the Uniformed Services (CHAMPUS) would be imminently more costly than maintaining the military hospital at Naval Air Station Corpus Christi; and WHEREAS, the loss of the naval hospital at Naval Air Station Corpus Christi would cause great economic harm and concern to the military retirees, their dependents, and the citizens of Corpus Christi and the Coastal Bend; and 7,n1 P!0MM[D WHEREAS, maintaining current inpatient levels of medical care at Naval Air Station Corpus Christi hospital would be fiscally advantageous to both the Department of the Navy and the residents of the greater Corpus Christi area, both military and civilian alike; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS THAT: SECTION 1. The City of Corpus Christi continues to fully support the military presence of the Navy in the Coastal Bend. SECTION 2. The City of Corpus Christi continues to fully endorse and support the continuation of full medical services at the naval hospital at Naval Air Station Corpus Christi. SECTION 3. The medical services currently offered at the hospital at Naval Air Station Corpus Christi are mutually beneficial and cost effective to the Navy as well as the military personnel and their dependents in Corpus Christi. SECTION 4. The City of Corpus Christi respectfully requests the Department of the Navy maintain and continue full medical services on an inpatient basis at Naval Air Station Corpus Christi hospital. SECTION 5. The City of Corpus Christi calls on all Texas officials and Congressional representatives and especially Senator Lloyd Bentsen, Senator Phil Gramm and Congressmen Solomon Ortiz to support and work to secure continued funding and staffing of Naval Air Station Corpus Christi Hospital to ensure the hospital remains in place and continues its present level of service to the active duty personnel, retirees, and their dependents. SECTION 6. The City Council directs that copies of this resolution be sent to members of the Texas Legislative Delegation, appropriate Federal Departments, Agencies and officials, and the various governmental jurisdictions and support groups in the Corpus Christi area.
