EXPRESSING THE INTENT OF THE CITY COUNCIL TO
REVIEW REQUESTS FOR PROPOSALS OF SPECIAL INTEREST
AND CONCEPTUAL DESIGNS OF CERTAIN MAJOR BUILDINGS
AND OTHER MAJOR CAPITAL PROJECTS.
WHEREAS, instructions to consultants for projects of
special interest, and conceptual designs of buildings and certain
other capital projects, involve decisions concerning aesthetics
and other controversial factors which ultimately require review
by the City Council; and,
WHEREAS, the City Charter requires that contract
specifications be approved by the City Manager prior to
advertising for bids; and,
WHEREAS, review by the City Council should occur prior
to expenditures of significant funds implementing such decisions;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council expresses its intent
to review requests for proposals from consultants for projects of
special interest, and conceptual designs of major buildings and
other major capital projects, which involve decisions concerning
aesthetics and other controversial factors which ultimately
require review by the City Council.
SECTION 2. That the City Manager is requested to
present such requests and conceptual designs to the City Council
for review prior to advertising for proposals or bids.
