AUTHORIZING THE CITY OF CORPUS CHRISTI TO INTERVENE
BEFORE THE PUBLIC UTILITY COMMISSION OF TEXAS IN DOCKET
NO. 16995, CENTRAL POWER AND LIGHT COMPANY'S INTEGRATED
RESOURCE PLAN FILING AND REQUEST FOR APPROVAL OF NEW
POWER SUPPLIES; AND AUTHORIZING PARTICIPATION WITH
OTHER CITIES THROUGH A STEERING COMMITTEE; AND
AUTHORIZING RECOVERY OF CITIES' RATE CASE EXPENSES.
WHEREAS, on January 31, 1997 Central Power and Light Company (CPL), pursuant to
Public Utility Regulatory Act (PURA) §2.051, filed along with affiliated companies, West Texas
Utilities and Southwest Electric Power Company, a joint Integrated Resource Plan (IRP) with the
Public Utility Commission of Texas that has been designated Docket No. 16995; and
WHEREAS, CPL in Docket No. 16995 is requesting approval of future supply needs to
solicit bids for 290 MWs of power for the Rio Grande Valley to solicit renewable energy resources
for recovery of demand side management and renewable energy costs and purchased power costs
through an automatic cost recovery factor.
WHEREAS, CPL in Docket No. 16995 is requesting approval for recovery of incentives
associated with DSM programs; and
WHEREAS, approval of CPL'S proposals may ultimately increase rates paid l?y residents
of the City of Corpus Christi; and
WHEREAS, the City of Corpus Christi is a participant in the Steering Committee of Cities
Served By CPL which has been involved in a number of proceedings related to CPL during the last
several years, including CPUs still pending request to increase its base rates (Docket No. 14965);
and
WHEREAS, Docket No. 16995 is an IRP proceeding wherein Cities are entitled to
reimbursement of their reasonable rate case expenses pursuant to PURA § § 1.003(13A) and 2.106.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI:
SECTION 1. That the City of Corpus Christi is authorized to intervene in Docket No.
16995; and
SECTION 2. That the City of Corpus Christi is authorized to participate on the Steering
Committee of Cities served by CPL to coordinate through that committee in hiring necessary
attorneys and consultants to investigate and pursue issues in Docket No. 16995 and successor or
related dockets before the PUC and the courts; and
SECTION 3. That CPL is directed to reimburse the reasonable rate case expenses of the
City of Corpus Christi.
