SUPPORTING THE SENATE COMMITTEE SUBSTITUTE TO SENATE
BILL 1
WHEREAS, assuring an adequate water supply is the foremost issue facing Corpus Christi,
the region it has historically served, and the State of Texas; and
WHEREAS, the recent severe drought has accelerated the need to acquire and develop
additional water supplies; and
WHEREAS, Corpus Christi has moved forward in accordance with State studies to secure
new water sources for the region it serves, including purchasing water rights from the Garwood
Irrigation Company which are vital to the Corpus Christi region and filing for required permits from
the Texas Natural Resources Conservation Commission; and
WHEREAS, Senate Bill 1 was introduced in the 75th Texas Legislature to provide a
comprehensive framework for water planning and administration in Texas; and
WHEREAS, leaders from the House and Senate and from the Governor's office sought
comment from many interested parties, including the City of Corpus Christi, and after considering
such comment, the Senate Committee Substitute to Senate Bill 1 was laid out on February 28, 1997,
which with minor modification will preserve Corpus Christi's rights with respect to its Garwood
water, while reaching a reasonable balance on other issues and emphasizing regional solutions.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS, THAT:
SECTION 1. The City of Corpus Christi supports the Senate Committee Substitute to
Senate Bill 1, with modification necessary to fully preserve Corpus Christi's right to its Garwood
water, and expresses its appreciation to our leaders in the Texas Legislature and the Governor's
office for their work to assure an adequate water supply in all areas of Texas.
SECTION 2. The City Manager is directed to distribute this Resolution to State officials
and agencies and to other interested parties.
