022643, BY ADDING $16,000, RECEIVED FROM RESPONDENTS TO
TEXAS NATURAL RESOURCE CONSERVATION COMMISSION
ADMINISTRATIVE ENFORCEMENT PROCEEDINGS, TO ACCOUNT NO.
107-223-750.03, LEPC-SEP ACCOUNT; APPROPRIATING $16,000 FROM
ACCOUNT NO. 107-223-750.03, LEPC-SEP ACCOUNT, TO PURCHASE
TONE ACTIVATED RADIOS FOR EMERGENCY RESPONSE AND
COMMUNICATIONS DURING HAZARDOUS MATERIAL INCIDENTS
AND CONDUCT RELATED PUBLIC EDUCATION PROGRAMS; AND
DECLARING AN EMERGENCY.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI:
SECTION 1. That Ordinance No. 022643, which adopted the FY 1996-1997 budget, is
amended by adding $16,000, to be received from respondents to TNRCC administrative
enforcement proceedings, to Account No. 107-223-750.03, LEPC-SEP Account. That $16,000 is
appropriated from Account No. 107-223-750.03, LEPC-SEP Account, to the extent actual
contributions have been received, for the purchase of tone activated radios for emergency
response and communications during hazardous material incidents and conduct related public
education programs
SECTION 2. That upon written request of the Mayor or five Council members, copy
attached, to find and declare an emergency due to the need for immediate action necessary to
facilitate the purchase of the tone activiated radios, which will afford increased protection to
residents during hazardous material incidents, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting upon ordinances
at two regular meetings so that this ordinance is passed and shall take effect upon first reading as
an emergency measure this the 6f day of�, 1997.

For the reasons set forth in the emergency clause of the foregoing ordinance an emergency exists
requiring suspension of the Charter rule as to consideration and voting upon ordinances at two
regular meetings: I/we, therefore, request that you suspend said Charter rule and pass this
ordinance finally on the date it is introduced, or at the present meeting of the City Council.
