AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE
AN AMENDED CONTRACT WITH THE TEXAS DEPARTMENT OF
PROTECTIVE AND REGULATORY SERVICES FOR THE GRANT
PERTAINING TO THE COMMUNITY YOUTH DEVELOPMENT
PROGRAM CONTRACT FOR THE 78415 ZIP CODE AREA OF CORPUS
CHRISTI; AUTHORIZING THE APPROPRIATION OF THE REMAINING
FUND BALANCE OF THE FISCAL YEAR 1996-1997 COMMUNITY
YOUTH DEVELOPMENT GRANT, ESTIMATED AS $530,000.00, FOR
THE JUNE 1, 1997 THROUGH AUGUST 31, 1997 TIME PERIOD
RECEIVED FROM THE TEXAS DEPARTMENT OF PROTECTIVE AND
REGULATORY SERVICES IN THE NO. 162 FEDERAL/STATE GRANTS
FUND FOR THE COMMUNITY YOUTH DEVELOPMENT PROGRAM;
AND DECLARING AN EMERGENCY.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager or his designee is authorized to execute an amended
contract with the Texas Department of Protective And Regulatory Services for the grant pertaining
to the Community Youth Development Program Contract for the 78415 area of the City of Corpus
Christi in order to adapt it to the requirements for contracts with a governmental entity and adjust
the program goals and outcomes as necessary.
SECTION 2. That there is hereby authorized the appropriation of the remaining fund
balance of the Fiscal Year 1996-1997 Community Youth Development Program Grant, estimated
as Five -Hundred Thirty -Thousand and No/100ths ($530,000.00) dollars, for the June 1, 1997
through August 31, 1997 time period received from the Texas Department of Protective and
Regulatory Services in the No. 162 Federal/State Grants Fund for the Community Youth
Development Program.
SECTION 3. If for any reason any section, paragraph, subdivision, clause, phrase, word
or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court
of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause,
phrase, word or provision of this ordinance for it is the definite intent of this City council that
every section, paragraph, subdivision, clause, phrase, word or provision hereof be given full force
and effect for its purpose.
SECTION 4. That upon written request of the Mayor or five Council members, copy
attached, to find and declare an emergency due to the need for immediate action necessary for the
efficient and effective administration of City affairs, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting upon ordinances

For the reasons set forth in the emergency clause of the foregoing ordinance an emergency exists
requiring suspension of the Charter rule as to consideration and voting upon ordinances at two
regular meetings: I/we, therefore, request that you suspend said Charter rule and pass this
ordinance finally on the date it is introduced, or at the present meeting of the City Council.
