ADOPTING THE CITY OF CORPUS CHRISTI BUDGET FOR THE
ENSUING FISCAL YEAR BEGINNING AUGUST 1, 1997; TO BE FILED
WITH THE COUNTY CLERK; APPROPRIATING MONIES AS PROVIDED
IN SAID BUDGET; AND PROVIDING FOR SEVERANCE.
WHEREAS, the City Manager of the City of Corpus Christi, pursuant to Article IV,
Section 2 of the City Charter, did submit to the City Council a budget proposal of the revenues of
said City, and the expenses of conducting the affairs thereof for the ensuing fiscal year beginning
August 1, 1997, and ending July 31, 1998, and which said proposal had been compiled from detailed
information from the several departments, divisions, offices of the City, in accordance with the said
City Charter provision; and
WHEREAS, the members of the City Council have received and studied said City
Manager's Budget Proposal and have called and held the proper hearing in accordance with Section
102.006, Texas Local Government Code, on said Budget; and
WHEREAS, pursuant to Section 2(f), Article IV, of the City Charter of the City of Corpus
Christi, Texas, the City Council must appropriate such sums of money as provided in the Budget.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the Budget of the City of Corpus Christi, covering proposed expenditures
amounting to $315,449,568 and estimated revenues amounting to $315,449,568 for the Fiscal Year
beginning August 1, 1997, and ending July 31, 1998, as submitted by the City Manager with
modifications directed by the City Council incorporated herein by reference, is hereby adopted.
SECTION 2. That upon the passage of this ordinance certain sums of money from all
sources of City revenues, as described in said Budget, shall be and they are hereby appropriated to
cover the sums for expenditures and investments as provided for each of the several funds in p. i of
said Budget of said City. Notwithstanding any other provision to the contrary, the City Manager is
authorized to make transfers within departments, divisions, purposes, or funds, provided it is in
accordance with Article IV, Section 3, of the City Charter.
SECTION 3. Police Officer Positions
The number of positions budgeted for each police officer classification in the Police
Department shall be:
Police officer and senior police officer - 343 *
Lieutenants - 35
Captain - 18
Commander - 6

Assistant Chief - 2
Chief - 1
* These positions are interchangeable. Any police officer may become a senior
police officer after 30 months' service by passing a pass/fail exam. This number may
be temporarily increased by graduates from a police academy authorized by the City
Manager, which temporary increase shall be reduced to authorized strength through
attrition.
SECTION 4. Firefighter Position
The number of positions budgeted for each firefighter classification in the Fire Department
shall be:
Firefighter - 125*
Firefighter II - 157
Fire Captain - 75
District Fire Chief - 8
Assistant Fire Chief - 4
First Assistant Fire Chief - 1
Fire Chief - 1
*This number may be temporarily increased by graduates from a fire academy
authorized by the City Manager, which temporary increase shall be reduced to
authorized strength through attrition.
SECTION 5. The budget submitted by the Corpus Christi Business Alliance for use of
hotel/motel tax revenues is approved in the amount reflected on page 79 of the City Manager's
proposed budget for Tourist & Convention Bureau.
SECTION 6. That upon final passage of this budget ordinance, a true certified copy of the
same be forthwith transmitted by the City Manager to the County Clerk of Nueces County, Texas,
pursuant to Section 102.011, Texas Local Government Code. Said budget shall also be part of the
archives of the City.
SECTION 7. If for any reason any section, paragraph, subdivision, clause, phrase, word or
provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of
competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase,
word or provision of this ordinance, for it is the definite intent of this City Council that every
section, paragraph, subdivision, clause, phrase, word or provision hereof be given full force and
effect for its purpose.

Subject: Clerical Correction to Ordinance #022993 Adopting the City of Corpus
Christi FY 1997-98 Budget
Date: August 27, 1997
On July 22, 1997 the City Council approved Ordinance #022993 for the ensuing fiscal year
beginning August 1, 1997 and ending on July 31, 1998. Section 1 of the signed ordinance
incorrectly reads as follows:
SECTION 1. That the Budget of the City of Corpus Christi, covering proposed
expenditures amounting to $315,661,568 and estimated revenues amounting to
$315,661,568 for the Fiscal Year beginning August 1, 1997, and ending July 31, 1998, as
submitted by the City manager with modifications directed by the City Council incorporated
hereby reference, is hereby adopted.
As per Council action reflected on page 20 of the July 22, 1997 minutes, the new total
appropriation should have been $315,449,568 (minutes attached). This amount is less
than the original appropriation by $212,000 due to the restructuring of the amount to be
paid by the General Fund to the Self Insurance for the utility loan. Since the Self Insurance
was less by $212,000, the expenditure from the Self Insurance to the Utility Fund to repay
the loan was decreased by like amount. As a result of these transactions, the total budget
appropriation decreased by $212,000.

Although, the ordinance submitted to the Council for approval on July 22, 1997 was
amended, the actual recorded ordinance inadvertently failed to reflect the action noted
above.
Attached for filing is a corrected ordinance which accurately reflects the Council action.
The change must also be refiled with the County Clerk's office since a certified copy of the
original ordinance was filed there.
