URGING THE TEXAS WATER DEVELOPMENT BOARD TO
DESIGNATE THE TWELVE COUNTIES IN THE CHOKE
CANYON/LAKE CORPUS CHRISTI SERVICE AREA AS THE
PLANNING AREA FOR THE DEVELOPMENT OF THE
REGIONAL WATER MANAGEMENT PLAN UNDER THE
REQUIREMENTS OF SENATE BILL 1, AND TO DESIGNATE
THE CITY OF CORPUS CHRISTI AS THE LEAD ENTITY
FOR THE COORDINATING BODY FOR THE REGIONAL
PLANNING AREA.
WHEREAS, the 75th Texas Legislature enacted Senate Bill 1, providing for, among
other things, the development of regional water management plans that will be the basis for the State
Water Plan; and
WHEREAS, the Texas Water Development Board is charged under Senate Bill 1
with designating planning areas and entities for the regional water planning programs and with
promulgating guidelines and rules for the development of the regional water management plans; and
WHEREAS,the Choke Canyon/Lake Corpus Christi Reservoir System, which is
owned by the City of Corpus Christi, the Nueces River Authority and the City of Three Rivers and
operated by the City of Corpus Christi, provides water to communities and industries throughout the
Coastal Bend Area; and
WHEREAS, there have been a series of long-range regional water supply planning
studies conducted for the Choke Canyon/Lake Corpus Christi service area involving the City of
Corpus Christi, state agencies, river authorities, municipalities and other interested parties; and
WHEREAS,these previous planning studies and the ongoing water resources
management activities for the Corpus Christi service area will provide a logical basis for designating
the twelve county area, consisting of Aransas, Atascosa, Bee, Brooks, Duval, Jim Wells, Kleberg,
Live Oak, McMullen, Nueces, Refugio and San Patricio counties, as the regional planning area for
purposes of Senate Bill 1 planning programs; and
WHEREAS, the City of Corpus Christi's role in coordinating these previous planning
efforts and its responsibilities as the regional water provider provide a logical basis for designating
the City as the lead entity in coordinating the regional planning activitiesrequired by Senate Bill 1;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the Texas Water Development Board is hereby urged to designate
the twelve county area, consisting of Aransas, Atascosa, Bee, Brooks, Duval, Jim Wells, Kleberg,
Live Oak, McMullen, Nueces, Refugio and San Patricio counties, as the regional planning area for
purposes of Senate Bill 1 planning programs; and
SECTION 2. That the Texas Water Development Board is hereby urged to designate
the City of Corpus as the lead entity in coordinating the regional planning activitiesrequired by Senate
Bill 1; and
SECTION 3. That elected officials throughout the region served by the Choke
Canyon/Lake Corpus Christi reservoir system are urged to express their support for these
designations by the Texas Water Development Board; and
SECTION 4. That copies of this resolution be sent to the County Judges in Aransas,
Atascosa, Bee, Brooks, Duval, Jim Wells, Kleberg, Live Oak, McMullen, Nueces, Refugio and San
Patricio counties; Texas State Senators and Representatives representing these same twelve counties;
the San Patricio Municipal Water District; the South Texas Water Authority; the Alice Water
Authority; the City of Mathis; and the Beeville Water Supply District; and other interested officials.
