ORDERING AN ELECTION IN THE CITY OF CORPUS CHRISTI, TEXAS, ON
NOVEMBER 4,1997, ON CREATION OF THE CORPUS CHRISTI CRIME CONTROL
AND PREVENTION DISTRICT DEDICATED TO CRIME REDUCTION PROGRAMS
AND THE ADOPTION OF A PROPOSED SALES AND USE TAX AT A RATE OF
ONE-EIGHTH OF ONE PERCENT; DESIGNATING POLLING PLACES AND TIMES;
AND SUMMARIZING THE APPROVED BUDGET PLAN AND CRIME CONTROL
PLAN.
WHEREAS, theTemporary Board of Directors of the Proposed Corpus Christi Crime Control and
Prevention District and the City Council of the City of Corpus Christi have approved a two-year crime control
plan and a two-year budget plan (hereinafter "the Two -Year Plan") for the proposed Corpus Christi Crime
Control and Prevention District in accordance with the Crime Control and Prevention District Act.
NOW, THEREFORE, BE IT ORDERED BY THE TEMPORARY BOARD OF DIRECTORS
OF THE PROPOSED CORPUS CHRISTI CRIME CONTROL AND PREVENTION DISTRICT
THAT:
SECTION 1. An election shall be held in the City of Corpus Christi, Texas, on November 4, 1997,
for the purpose of creating a crime control district pursuant to the Crime Control and Prevention District Act.
At the election, the voters shall be presented with the following proposition (in English and Spanish) in the
form prescribed by law:

SECTION 3. The Two -Year Plan is summarized as follows: the goals are to fund additional police
officers in high crime areas of the City, decrease incidence of offenses associated with young offenders, provide
preventive measures to break the cycle of gang recruitment and violence, reduce citizens' fear of crime, and
enhance police ability to fight crime by adding technological enhancements and new equipment. The Two -
Year Plan includes the hiring of an additional 30 police officers within two years (and a minimum of 50 within
five years), along with support personnel and equipment. Target areas in the Two -Year Plan include: 1)
Community Based Policing, including a) development of a directed patrol program and establishment of citizen
advisory councils, b) expansion of the bicycle patrol program, c) redeployment of walking motors program,
d) implement a high school campus crime stoppers program, e) street lighting project in high crime areas, f)
school/police partnership; 2) Violent Crime And Gangs, including a) expansion of the Juvenile Enforcement
Team, b) expansion of the Canine Unit, c) establish a program or fund an existing program for a 24-hour
Juvenile Curfew and Truancy Assessment Center, d) police legal advisor; 3) Enhance Investigative And
Enforcement Capabilities, including a) expansion/automation of Pawn Shop Detail, b) expansion of the Traffic
Safety Section, c) overtime DWI enforcement, d) support personnel; 4) Police Technological and Equipment
Enhancements, including a) video imaging system, b) additional mobile data terminals for investigative
personnel, c) replacement of high mileage vehicles, and d) additional prisoner transport vehicle. The budget
projects fust year expenses of $2,961,327, and second year expenses of $3,254,591, funded from a sales and
use tax of one-eighth of one percent which is anticipated to raise $3,782,229 in the first year and $3,978,890
in the second year. Reserves from the first two years will be used for additional police officers and services in
subsequent years to be determined by the Permanent Board of the Crime Control and Prevention District.. A
full copy of the Two -Year Plan, consisting of 64 pages, is on file with the City Secretary of the City of Corpus
Christi.
SECTION 4. The City Council of the City of Corpus Christi is requested to add the proposition
herein at the election authorized by Ordinance No. 023044 on August 26, 1997. and the election ordered herein
shall be conducted in all respects in accordance with said Ordinance No. 023044, which is incorporated herein
by reference.
