ESTABLISHING THE BOUNDARIES OF THE 1997 CORPUS CHRISTI
ENTERPRISE ZONE AND AUTHORIZING THE FILING OF AN
ENTERPRISE ZONE APPLICATION WITH THE TEXAS DEPARTMENT
OF ECONOMIC DEVELOPMENT; AND DECLARING AN EMERGENCY.
WHEREAS, the City Council of the City of Corpus Christi, Texas, ("City") has recognized
the importance of economic development to the City; and
WHEREAS, the City has determined that there are benefits for the City and the County
which may be derived from having an Enterprise Zone Program in accordance with the Texas
Enterprise Zone Act, TEXAS GOVERNMENT CODE, Chapter 2303 ("Act"); and
WHEREAS, the City staff has developed a City of Corpus Christi Enterprise Zone Program
and is recommending the definite geographical boundaries and specific economic development
incentives of such Enterprise Zone Program; and
WHEREAS, the Act contemplates nomination by the City to the Texas Department of
Economic Development of any economically distressed area within the City which meets the criteria
of the Act as a potential enterprise zone; and
WHEREAS, the Texas Department of Economic Development (previously the Texae
Department of Commerce) heretofore approved, on November 22, 1989, the nomination of the City
of Corpus Christi Enterprise Zone ("Zone") as an enterprise zone pursuant to City of Corpus Christi
Resolution No. 20806; and
WHEREAS, the existing Enterprise Zone term, as amended and approved by the Texas
Department of Economic Development, has expired in accordance with the Act; and
WHEREAS, the City now desires to nominate a new enterprise zone for the next seven years
in accordance with the Act subject to approval by the Texas Department of Economic Development;
and
WHEREAS, in compliance with the Act, on October 14, 1997, the City held a public hearing
to consider establishing an Enterprise Zone.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI:
SECTION 1. The proposed boundaries of the Enterprise Zone, more particularly described
on Exhibit A, (metes and bounds description) and drawn on the proposed Enterprise Zone map
identified as Exhibit B attached hereto and incorporated herein for all purposes and all such areas
described on Exhibit A and Exhibit B shall be hereinafter singly named and referred to as the
"Corpus Christi 1997 Enterprise Zone" ("1997 Zone")

SECTION 2. The City has determined and finds that the 1997 Zone meets the requirements
of Section 2303.101 of the Act, namely (1) the boundaries of the 1997 Zone do not exceed the size
limitations and boundary requirements of the Act; (2) the 1997 Zone currently meets and will
continue to meet all unemployment and economic distress criteria throughout the Zone as prescribed
and required by Section 2303.102 of the Act; (3) and the 1997 Zone satisfies the criteria for
designation as a reinvestment zone as specified in Section 2303.507 of the Act.
SECTION 3. The 1997 Zone is hereby nominated pursuant to the Act as a new Enterprise
Zone, subject to the approval of the Texas Department of Economic Development in accordance
with the Act.
SECTION 4. The City will provide certain tax and other incentives applicable to business
in the enterprise zone, the first six of which are not available throughout the City and its ETJ as
follows:
1. Designated Public Works Improvements;
2, Enterprise Zone Signage Program;
3, Enterprise Zone Expeditor;
4. Weed and Seed Program as designated by the U.S. Department of Justice;
5. Authorize City Manager consistent with the City Charter to engage in certain
public/private partnerships with proposed enterprise zone projects for purposes of
offering incentive(s) unique to such proposals.
6. Tax Increment Financing in the Reinvestment Zone #1, as established in Ordinance
No. 19708;
7. The Corpus Christi Foreign Trade Zone;
8. City of Corpus Christi Tax Abatement as provided by the Guidelines and Criteria for
Granting Tax Abatement;
9. Tax Exempt Revenue Bonds;
10. Federal Economic Development Administration (EDA) Public Works Grants;
11. Corpus Christi Commercial Rehabilitation Loan Program;
SECTION 5. The City of Corpus Christi, Office of the City Manager, is hereby designated
as the City's authorized representative to administer the Act within the 1997 Zone located wholly
within the area of the corporate limits and the extraterritorial jurisdiction of the City.
SECTION 6. The City Manager is hereby authorized and directed to submit an application
to the Texas Department of Economic Development for the designation of the 1997 Zone pursuant
to the Act. The Assistant City Manager for Development Services or his designee is further directed
to act as a liaison and authorized representative to the Texas Department of Economic Development.
SECTION 7. The City hereby authorizes the City Manager or his designee to sign and enter
into a negotiated agreement with the Texas Department of Economic Development, and to take all
action necessary to accomplish the purposes of this Ordinance.
SECTION 8. All City Ordinances and Resolutions, and provisions of City Ordinances and
Resolutions, in conflict herewith are hereby expressly repealed.

SECTION 9. The provisions of this ordinance are severable. If any section, subsection,
paragraph, sentence, clause or phrase of this Ordinance is declared invalid by any court of competent
jurisdiction, such declaration of invalidity shall not affect the remainder of this Ordinance which
shall continue in effect.
SECTION 10. That upon written request of the Mayor of five Council members, copy
attached, to find and declare an emergency due to the need for immediate action necessary for the
efficient and effective administration of City affairs, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at
two regular meetings so that thi ordinance ' p sse and shall take effect upon first reading as an
emergency measure this the day of 1917 .
