AN ORDINANCE
AMENDING THE CODE OF ORDINANCES, CITY OF CORPUS CHRISTI,
CHAPTER 17, REGARDING DELINQUENT ACCOUNT COLLECTION FEES, TO
PROVIDE THAT THE COLLECTION FEE CHARGED BY A THIRD PARTY
COLLECTION SERVICE SHALL BE ASSESSED TO THE PERSON OWING THE
CITY ACCOUNT; PROVIDING FOR PUBLICATION; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. Chapter 17 Finance and Taxation, Article I "In General", is amended by adding new
Section 17-21, "Collection fee", to read as follows:
"Section 17-21. Collection fee.
Persons indebted to the City for any type of debts which are more than thirty (30) days overdue,
including but not limited to, utility accounts, marina slip rental fees, solid waste accounts, and other
types of accounts receivables, which are referred to a third party collection service, shall be liable for
the underlying_debt, and also for costs incurred by the City to effectuate collection of those accounts
by third party collection services, to the extent allowed by State and Federal laws. A schedule of the
collection fees shall be filed by the Director of Financial Services with the Office of the City
Secretary."
SECTION 2. If for any reason any section, paragraph, subdivision, clause, phrase, word or
provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of
competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase,
word, or provision of this ordinance, for it is the definite intent of this City Council that every section,
paragraph, subdivision, clause, phrase, word or provision of this ordinance be given full force and
effect for its purpose.
SECTION 3. This Ordinance takes effect on date of publication. Publication shall be made in the
official publication of the City of Corpus Christi as required by the City Charter of the City of Corpus
Christi.
SECTION 4. That upon written request of the Mayor or five Council members, copy attached, the
City Council finds and declares an emergency due to the need for immediate action necessary for
the efficient and effective administration of City affairs and suspends the Charter rule that requires
consideration of and voting upon ordinances at two regular meetings so that this ordinance is
passed and takes effect upon first reading as an emergency measure this the 29th day of June,
2010.

emergency exists requiring suspension of the Charter rule as to consideration and
voting upon ordinances at two regular meetings: Uwe, therefore, request that you

at the present meeting of the City Council.
