Chairman William Moffitt started by apologizing for arriving late to meeting
Chairman Moffitt called the meeting to order @ 10:15 a.m.
Chairman, asked for assistance from Jesse Cantu regarding the procedure for conducting the meeting.
Mr. Cantu stated that the minutes from the last meeting needed to be approved and a motion to
approve the minutes needs to be made and voted.
Chairman Moffitt asked if everyone had had a chance to look at the minutes from the meeting of
December 3,2013 and if anyone had questions. There was no response. Chairman Moffitt asked for
a motion to approve the minutes as submitted. Randy Schnettler made the motion,it was seconded
by Gary Meurer. The Motion to approve the minutes was passed by unanimous vote.
Chairman Moffitt stated that the next item on the agenda was the approval of the committee
members' absences from the last meeting. Chairman Moffitt asked why the absences had to be voted.
Chairman Moffitt stated that since it had been a while since the last meeting, he was still at a loss.
Mr. Cantu explained that the approval was needed to excuse the members for being absent. Mr.
Cantu stated that we had Gerald Rogen, Patrick McCollough, and Paul Grivich absent at the last
meeting. Chairman Moffitt asked if Paul Grivich was no longer with us. Mr. Cantu replied that Mr.
Grivich had resigned. Chairman Moffitt asked for a motion to approve said absences from the
December 3rd,2013 meeting. Mr. Schnettler made a motion, and was seconded by Mr.Meurer. The
Motion to approve the absences as submitted was approved by unanimous vote.
Chairman Moffitt stated that the next item on the agenda was Public Comments. Mr. Cantu stated
there were no comments from the public.

Chairman Moffitt stated that the next item on the agenda was Business for Discussion and Possible
Action and Election of Chair and Vice-Chair for this coming year. Chairman Moffitt opened the floor
for discussions on any nominations for the industry member vacancies. Mr. Cantu stated that the
current committee members were Gary Meurer, William Moffitt, Randy Schnettler, Gerald Rogen,
and Patrick McCollough. Mr. Cantu also stated that Tom Fisher termed out as well as John Cantu.
Mr. Cantu asked Chairman Moffitt if he was still interested for re-appointment for Chairperson. Mr.
Moffitt replied that he would stay on board. Mr. Cantu asked Mr. Schnettler if he was seeking re-
appointment to the committee. Mr. Schnettler agreed.
Mr. Cantu added that the committee has only met once a year recently. He stated that the only time
they get called out is usually when there is an exception to the ordinance. That has been, usually in
the past, where the operators would want to drill in areas outside our designated areas. Mr. Cantu
state that this hasn't happened for several years and he didn't see that happening anytime soon. The
committee is required to meet at least once a year and to elect the Chair and Vice-Chair. Mr. Meurer
stated that he had been appointed as Vice-Chair last year and Mr. Moffitt as Chair. Mr.Meurer asked
Mr. Moffitt if he was going to continue to serve in the committee in the same capacity. Mr. Moffitt
stated that he would continue and that he did not mind serving as Chair or as a member. Mr. Meurer
then made a motion to appoint Mr. Moffitt as Chairman and Mr. Schnettler seconded this motion. All
were in favor and the motion carried by unanimous vote. Chairman Moffitt asked for a nomination
for Vice-Chairman and asked for the expiration dates for the current members. Mr. Cantu read those
dates out as follows: William Moffitt will go thru 2017, Patrick McCollough thru 2018, Randy
Schnettler thru 2016, Gary Meurer thru 2017, and Gerald Rogen thru 2018. Chairman Moffitt stated
that the committee should be prepared to move up and rotate the leadership around the following
year. Mr. Meurer made a motion to stay as Vice-Chair for this next year and Mr. Schnettler seconded
the motion. All were in favor and the motion carried by unanimous vote.
Chairman Moffitt asked if there was only one vacancy for an industry member. Mr. Cantu stated
there were two vacancies, one for the vacated member and one to replace John Cantu. Mr. Cantu
stated that the city secretary's office had not received any applications for the industry members and
requested assistance in getting some bios out to the industry for nominations and appointments.
Chairman Moffitt asked if Mr. Cantu has anyone lined up. Mr. Cantu replied that he had been making
phone calls to operators but has not had any interests or call backs. Mr. Cantu stated that part of the
problem was that the members have to reside within the City and a lot of his operators reside out of
town. It was asked what the background had to be and Mr. Cantu replied that they had to work in
the industry. Chairman Moffitt asked Mr. McCollough if he had any ideas to which Mr. McCollough
replied that he did not. Chairman Moffitt asked everyone to keep this in mind and if they have any
people interested, to direct them to Mr. Cantu. Mr. Cantu added that the Council would place in the
agenda sometime in January once the elections are over and they seat the new Council.
Chairman Moffitt asked if there was any new business pending before this committee regarding oil&
gas within Nueces County. Mr. Cantu stated "no,"but went on to state that at the last meeting, it
was brought up that there was some concern about some of the inactive wells within the city. Mr.
Cantu said that we do loose wells every year and provided a list of oil& gas wells since 1970 that

shows the city had a total of 948 wells then and we are down to 209. Mr. Cantu stated the largest
inactive area was Flour Bluff which the operator is Amerril Energy, and that he would start pushing
them to start plugging some of those wells which have been inactive for several years. Mr. Cantu
went on to state that we obtain inspection fees from those wells for revenue and that we receive about
$69,000 in fees. The budget is currently $210,000 and increased from $166,000 mainly due to
acquiring additional personnel for oil& gas related duties as well as for the gas distribution system.
Chairman Moffitt asked if there was any other old or new business to be brought up. Nothing was
noted.
The meeting was adjourned at 10:30 a.m.
