Meeting Minutes
Monday, Sept. 15, 2014 5:30 PM East Meets West Conference Room

i. Call to Order - Chairperson Darlene Gregory called the meeting to order at 5:45
PM. Present were Committee members Darlene Gregory, Ginny Price, Jennifer
Perales, Jim Swan and Fay Crider. Richard Durham notified in advance he would
not be able to attend. Capt. William Breedlove from CCPD, Terry Sweeny for
DMD and Raymond Chong City Traffic Engineer were also present.
II. Approval of Minutes — July 7, 2014 minutes differed until next meeting as they
were not ready to present.
III. Unfinished Business —
a. Development Director CCDRA status: Darlene Gregory notified committee
that the RFP for the position was about to go out. The target was to have
the person in place between October 24 and November 15th of 2014.
b. Lighting Beta Project: Darlene Gregory reported that Council responded
favorably to the lighting project. Mayor Martinez added that she wanted to
insure the project did not become political and while the three areas
affected had been asked to supply maps of their preferred lighting
placement she would like to see it tied to the crime analysis reports of the
highest crime areas. Committee currently has Uptown and North Beaches
requested area. Raymond Chong added input to the conversation as well
as Terry Sweeny.
IV. New Business
a. RTA expansion area: Darlene Gregory reported on her conversations with
RTA and their expansion. RTA had requested that the meters on the 1100
block of Leopard be removed for special loading zones. Darlene also
suggested to RTA that they should consider turning a second lot they had
in the area be turned into a paid parking facility to handle the overflow of
parking due to the new complex. Darlene also reported that the 700 block
of Waco and 600-700 blocks of Artesian have meters placed on them due
to the RTA parking overflow that would block access to businesses
located on those streets. Discussion will continue in the next meeting.
b. Marc Denson reported that Chief Simpson had been approached by some
Council Members to consider metering the Seawall. Marc has been tasked
with coming up with a plan to submit to council. Committee discussed that
the employees of buildings across from the Seawall were electing to park
up and down the Seawall to avoid paying meters and parking garage fees
on businesses located across from Seawall reducing access to visitors
and tourist of the area. Marc Denson reported that Peter Davidson of the
Marina has requested several times over the past 4 years that the area be
metered due to that same issue causing problems with Marina parking.
