The meeting was called to order by Darlene Gregory at 5:40 p.m.
The approval of minutes was deferred until the next meeting held August 31st
Capt. Breedlove was introduced as the new CCPD Liaison replacing Marcus Denson.
Jerry Shoemaker explained the pros and cons of LED versus HPS and gave his recommendations. There was
further discussion on LED versus HPS and the associated cost.
The issue of funds was discussed due to the project cost of $207,500 plus added infrastructure costs that might
arise as they are working on the project. To date,approximately$130,000 from Parking fees and$38,000
pledged from private funds are available, along with this year's income from parking meter fees, appears to be
adequate to start the project and collect all funds to execute the project. Streetlights on Leoopard,Peoples and in
North Beach will be retrofitted with LED and dozens of new LED street lights will be added to the area. Based
on AEP's construction guidelines and the Phase II improvements to Chaparral Street,will determine which
streets will be addressed. Implementation of the Light Up CC program in phases was discussed.
The Texas State Aquarium had a contract with the City of Corpus Christi to offset the development costs of their
parking lots,which expired in 2008.Parking meter revenue on North Beach was allotted to Texas State
Aquarium until the debt for the TSA lots was retired. Funds from North Beach meters were also to be utilized to
maintain North Beach parking meters.Total revenue per annum from North Beach meters is$50,000. North
Beach meters have not been maintained,causing those meters to become non-functioning and deteriorating.
North Beach meter funds continue to be collected by TSA. If the North Beach meter revenue is returned to the
Parking Improvement Fund,North Beach meters can be repaired and fitted with the Pay By Phone application,
increasing the funding available for additional lighting and revitalization projects in the North Beach,Uptown,
SEA District and Downtown areas.ACM Susan Thorpe and Alyssa Barrera are to research the TSA contract and
its status with City Legal and report back to the PAC at the next meeting on August 31.
Mr. Catalano addressed the issue of lights needed on Burleson along the North Beach walk area. Capt.
Breedlove will continue to look at crime trends after the lights go up.
A motion was made by Mr. Sweeney, seconded by Ms. Harlan to get all phases of the Light Up CC plan,
proposing LED as the recommended lighting system to include the timeline and costs including added lighting
along the beach walk area on Burleson. Motion passed unanimously.
Items to place on the next agenda:
1) Reports on adding lights to North Beach.
2) Review the TSA contract.
3) Review the Parking Study.
There were no public comments.
