Parking Advisory Committee Meeting

The meeting was called to order by Darlene Gregory at 5:45 pm.
A motion was made by Mr. Richard Durham and seconded by Ginny Price to approve the minutes of October 5,
2015 with the addition of William Hoover added as being present at the last meeting. There was a request from Mr.
Hoover to get Ms Alyssa Barrera's statement clarified from the October meeting referring to 150 jobs that were
supposed to be created or preserved; motion carried unanimously.
Capt. Breedlove went over the financial report reference the Parking Improvement Fund and DRA Funding. There
was a$11,095 charge that was not authorized by the Board and will need to be clarified and discussed.
Darlene Gregory and the Board received maps and information on the progress of Phase I Light Up CC
improvements from Shane Torno as requesed. The Leopard Street project is close to being finished.

A motion was made by Ginny Price and seconded by Erica Lozano to approve the improvements designated and
slated to begin on North Beach. Motion carried unanimously.
Capt. Breedlove updated the Board on the Texas State Aquarium meter revenue collection. The matter is on the
City Manager's desk and there is a request from the TSA to wait until the next fiscal year to release the North Beach
meter revenue and equipment maintenance to the CCPD's Parking Control Unit. The Board was not in favor of this
request.
Two citizens appeared for public comment, Gary Balluck with Gary Balluck Associates and Carrie Meyer with the
North Beach Community Association. Mr. Balluck assisted the meeting to address questions the committee had
regarding LED lighting. Ms.Meyer looked over the diagrams and wanted to make sure the lights in front of the
condos on North Beach had some type of cover to direct the light away from the condos.

1) Clarification of Mann Parking Lot Lease-Alyssa.
2) AEP tariff review-Buck Brice.
3) Presentation of the board's responsibilities-Buck Brice.
4) Fixture specification s on North Beach.
5) Additional funding from sponsors and grants.
6) Federal Courthouse parking issue.
7) Metering of Waco,Artesian and Carrizo Streets.
This meeting was adjourned by Ms. Darlene Gregory at 6:18 p.m.
