Living Public Comment: Carrie Meyer NBCA The meeting was called to order by Darlene Gregory at 5:42 pm. A motion was made by Fay Crider and seconded by Samantha Harlan to approve the minutes of December 14,2015; motion carried unanimously. Clarification of the Mann parking lot states they need to create 50 jobs every year for the length of the contract which is three years. They are responsible for the upkeep of the lot and they lease only 85 spaces on the lot. Buck advised that he does not feel the AEP tariff is within the scope for this committee to review. This board is only here to advise on the best solution for the projects. Buck did not have a formal presentation of the board's responsibilities and will have one for next month's meeting. He advised that this board is strictly an advisory committee and cannot incur any debts. This board can only make recommendations and there is nothing binding. The board's role is not to manage but to advise only. The location and type of fixtures for North Beach was discussed. There were a couple of suggestions to change on North Beach per Carrie Meyer's presentations. The presentation showed where there were dark areas between the lights already in place along the beach tourist path. Mr.Torno made notations. There is no additional funding from sponsors and grants at this time. Alyssa Barrera will provide a Parking Management Plan-RFP for the private sector to map out the short and long term parking issues and will have the final document in February for presentation. At that point they may be able to point out areas with parking issues to possibly include the Federal Courthouse parking lot. A motion was made by Fay Crider and second by Terry Sweeney to start metering Waco,Artesian and Carrizo Streets,motion carried unanimously. Berardo Cantu will start preparing the necessary documents for this project. Items to be placed on the next agenda: 1) Presentation of the board's responsibilities-Buck Brice. 2) Possible additional funding from sponsors and grants. 3) Update on metering of Waco,Artesian and Carrizo Streets. 4) Parking Management Plan-RFP from Alyssa Barrera if completed. This meeting was adjourned by Darlene Gregory at 6:43 p.m.
