Parking Advisory Committee Meeting

The meeting was called to order by Darlene Gregory at 5:35 p.m.
A motion was made by Mr. Richard Durham and second by Samantha Harlan to approve the minutes for June 6,
2016 and September 12,2016 as printed;motion carried unanimously.
Unfinished business:
Terry Sweeny was not present for any updates on the Bike Share Program.
Alyssa Barrera requested to speak about the RFP next month as the results from Walker Consultant Company can
give their presentation on their findings, she also informed the PAC that a Downtown Parking Survey is available
until the 81n of October and to please take the survey, 135 responses have been done as of today,with a goal of at
least 200 responses to have a good sample size.
Darlene Gregory wrote a memo on September 24,2016 to endorse the North Beach Community Association's North
Beach Parking Plan 2016. That covered 4 phases to improve parking that prevents emergency vehicles and ADA
parking in the area,to help close off low-lying dirt parking lots that flood. The memo has recommended that these
areas are to be reviewed and addressed by the City of Corpus Christi Traffic Engineering and Parks and Recreation
Departments. At this time no money has been requested for this Beach Parking Plan,just a recommendation and
support from PAC. Captain Donald Moore commented that no issues in the past has been observed when ever
patrolling the area. Signage may be the solution to some of the possible parking issues and Robert Catalano will
research in getting that signage. Richard Durham has requested a motion and second by Robert Catalano.
Painting of uptown curbs will be in the early spring time with Darlene Gregory and Berardo Cantu,providing the
supplies and volunteers and a map of each area that needs attention.
Darlene Gregory wanted to request to have a press release on the Light Up CC.It will be e-mailed to Captain
Donald Moore to get approval by the Chief,the City Manager,and then the city press release liaison.
New business consists of:
Darlene Gregory got the financial report that shows the Parking Advisory Committee(PAC)has approved
$69,079.00 for Leopard St. Light Up CC and also approved$148,646.00 for North Beach's Light Up Project,but
still haven't received all of the billing from AEP,according to Ken Griffin. Still possibly owing an amount of
$50,000. At this time the PAC has$10,746.61 not including the reserves from previous years,just the fiscal year of
October 2015—September 2016. Reviewing the final reports next week will allow next month's meeting in
November to determine whether the PAC will be able to support Terry Sweeny's project up to$70,000.
Darlene Gregory wrote a memo to Chief Markle on September 26,2016 in reference to Terry's strategic plan for
downtown improvement. He stated that the PAC approved by majority vote to recommend to disburse up to
$70,000 in the parking improvement fund to the Downtown Management District(DMD)contingent on availability
of funds in the 2016-2017 fiscal year. Commander David Blackmon advised that the Chief is waiting for the year
end financial reports to come in to make a final decision.
Darlene Gregory is recommending to have a November meeting on the 14"instead of the first Monday to cover the
results of the Parking Management Study and then change to quarterly meetings instead of monthly meetings. A
request for a motion was made by Richard Durham and seconed by Fay Crider,motion carried unanimously.
