The tin was called to order at :31 p.m. by Chairman Ramirez and a quorum was
declared.

1. January 29, 2014 Meeting
Motion to approve Item "1,"the January , 2014 minutes as distributed, was made by
Commissioner Braselton and seconded by Commissioner Rock. Motion passed with
Commissioners Adame, Lippincott and Williams absent.
IV. PUBLIC HEARING AGENDA ITEMS—DISCUSSION AND POSSIBLE ACTION

Miguel Said 6a, Development Services, read New Plats Items "2" and *3®` into record as
shown below. Mr. Salda6a stated the plats satisfied all requirements of the Unified Development
Code(UDC)and State Law and the Technical Review Committee recommended approval.

Located between Tenth Street and South Alameda Street, north of Ayers Street.
After Staff's presentation, the floor was opened for comments and discussion by
commissioners. There being none, the public hearing was opened with no one coming forward
and the public hearing was closed.
Chairman Ramirez called for a motion. Motion to approve New Plats Items "2" and "3"
was made by Commissioner Braselton and seconded by Commissioner Villarreal. Motion
passed with Commissioner Lippincott absent.
Time Extension
Commissioner Castillo requested the record reflect that he abstained from the
discussion and action taken on Time Extension Item "4."
Mr. Saldana read Time Extension Item "4" into record as shown below. Mr. Saldana
stated the applicant's representative submitted a letter of request for a six-month time extension
to allow additional time to obtain the required utility easement and finalize an agreement with the
adjacent landowner regarding sanitary sewer improvements to serve the subject property. Mr.
Saldana stated this was the first request for this plat and Staff recommends approval of the
request.

Kenedy Subdivision, Block 1, Lot 1 (Final Replat—2.03 Acres)
Located south of Yorktown Boulevard and est of Boston Street.
After Staffs presentation, the floor was opened for comments and discussion by
commissioners. There being none, the public hearing was opened with no one coming forward
and the public hearing was closed.
Chairman Ramirez called for a motion. Motion to approve Time Extension Item "4" for a
six-month time extension was made by Commissioner Villarreal and seconded by Vice Chairman
Hamilton. Motion passed with Commissioner Castillo abstaining and Commissioner Lippincott
absent.
B. ZONING
New Zoning
Annika Gunning, Development Services, addressed the commission. Ms. Gunning read
New Zoning Item "5" into record as shown below. Ms. Gunning stated the purpose of the
requested change of zoning was to allow future development of light industrial uses. The
applicant will subdivide the tract of land to sell the lots for light industrial businesses. The subject
property is located in the Port/Airport/Violet Area Development Plan and is planned for light
industrial uses and is consistent with the adopted Future Land Use Plan.

5. Case No. 0214-01 —Bill Ferguson: A rezoning from the "FR" Farm Rural
District to the"IL" Light Industrial District, not resulting in a change to the Future
Land Use Plan.
Property is described as being a 69.265-acre tract of land out of a 176-acre tract
of land generally known as the Sedwick Tract and out of the J. Dunn Survey,
Abstract 985, located along the west side of Rhew Road between Leopard Street
and Sedwick Road.
Ms. Gunning presented several aerial views of the subject property. Ms. Gunning
continued thirty-six (36) notices were mailed to property owners within the 200-foot notification
area, one was mailed outside the notification area and seventeen (17) notices were returned in
favor. Ms. Gunning stated Staff recommends approval of the rezoning request.
After Staffs presentation, the floor was opened for comments and discussion by
commissioners. There being none, the public hearing was opened with no one coming forward
and the public hearing was closed.
Chairman Ramirez called for a motion. Motion to approve the rezoning from the "FR"
Farm Rural District to the "IL" Light Industrial District was made by Vice Chairman Hamilton and
seconded by Commissioner Rock. Motion passed with Commissioner Lippincott absent.
Ms. Gunning read New Zoning Item "6" into record as shown below. Ms. Gunning stated
the purpose of the requested change of zoning was to allow future development of light industrial
uses for an oil field service company. The subject property is located in the Port/Airport/Violet
Area Development Plan and is planned for light industrial uses and is consistent with the adopted
Future Land Use Plan.
6. Case No. 0214-02—Congregation of Divine Providence, Inc.: A rezoning
from the"FR" Farm Rural District to the "IL" Light Industrial District, not resulting
in a change to the Future Land Use Plan.
Property is described as being 40 acres of land, more or less, out of the
northeast corner of Lot 1 of the subdivision of the Margaret Kelly Land, located
on the south side of Bear Lane, approximately 350 feet west of Junior Beck
Drive.
Ms. Gunning presented several aerial views of the subject property. Ms. Gunning stated
the applicant plans to sell the property after the rezoning. Ms. Gunning continued the potential
buyer proposes to develop a 120,000-square foot facility, of which 16,500 square feet will be
used for an office use. Ms. Gunning continued eight (8) notices were mailed to property owners
within the 200-foot notification area, five (5) were mailed outside the notification area and no
notices returned. Ms. Gunning stated Staff recommends approval of the rezoning request.
After Staffs presentation, the floor was opened for discussion and comments by
commissioners. There being none, the public hearing was opened with no one coming forward
and the public hearing was closed.
Chairman Ramirez called for a motion. Motion to approve the rezoning from the "FR"
Farm Rural District to the "IL" Light Industrial District was made by Commissioner Castillo and
seconded by Commissioner Braselton. Motion passed with Commissioner Lippincott absent.

Commissioner Braselton requested the record reflect that he abstained from the
discussion and action taken on New Zoning Item "7."
Ms. Gunning read New Zoning Item "7" into record as shown below. Ms. Gunning stated
the purpose of the requested change of zoning was to allow construction of a single-family
residential subdivision consisting of three phases of the Rancho Vista Subdivision. Unit 10 will
consist of forty-one (41) lots, Unit 11 will consist of thirty-nine (39) lots and the final phase will
consist of thirty-one (31) lots. The subject property is located in the Southside Area Development
Plan and is planned for low-density residential uses and the proposed zoning change is
consistent with the adopted Future Land Use Plan.
7. Case No. 0214-03—Yorktown Oso Joint Venture: A rezoning from the"FR"
Farm Rural District to the"RS-4.5" Single-Family 4.5 District, not resulting in a
change to the Future Land Use Plan.
Property is described as being a 22.87-acre tract If land, more or less, out of
Lots 2-4, Section 24 and Lots 29-31, Section 25, Flour Bluff and Encinal Farm
and Garden Tracts, located at the ends of Fort Griffen Drive and Prax Morgan
Place and south of Laureles and Idle Hour Drives.
Ms. Gunning presented several aerial views of the subject property. Ms. Gunning
continued seventy-nine (79) were notices were mailed to property owners within the 200-foot
notification area and one notice was mailed outside the area with no notices returned. Ms.
Gunning stated Staff recommends approval of the requested zoning change.
After Staff's presentation, the floor was opened for comments and discussion by
commissioners. There being none, the public hearing was opened with no one coming forward
and the public hearing was closed.
Chairman Ramirez called for a motion. Motion to approve the rezoning from the "FR"
Farm Rural District to the "RS-4.5" Single-Family 4.5 District was made by Vice Chairman
Hamilton and seconded by Commissioner Castillo. Motion passed with Commissioner Braselton
abstaining and Commissioner Lippincott absent.
Ms. Gunning read New Zoning Item "8" into record as shown below. Ms. Gunning stated
the purpose of the requested change of zoning was to allow construction of a two-story, 1,060-
foot addition to an existing single-family residential dwelling. Ms. Gunning continued the subject
property is located in the Southeast Area Development Plan and is planned for commercial uses
and the proposed rezoning was not consistent with the adopted Future Land Use Plan.
8. Case No. 0214-03—Santos &Virginia Herrera: A rezoning from the"CN-1"
Neighborhood Commercial District to the"RS-6" Single-Family 6 District,
resulting in a change to the Future Land Use Plan from commercial to low-
density residential uses.
Property is described as being a 0.113-acre tract of land out of Lot 10A, Ava
Cooper Subdivision, located approximately 200 feet north of Gollihar Road and
75 feet east of Ivy Lane.

Ms. Gunning presented several aerial views of the subject property and continued that
the lot consists of a single-family dwelling fronting the property and a carport with storage was
located on the rear portion of the property. Ms. Gunning stated the proposed addition will be
constructed on the rear portion of the lot zoned a"CN-1" Neighborhood Commercial District.
Ms. Gunning stated thirty (30) notices were mailed to property owners within the 200-foot
notification area, six (6) notices were mailed outside the notification area and no notices were
returned. Ms. Gunning stated Staff recommends approval of the requested zoning change.
After Staff's presentation, the floor was opened for comments and discussion by
commissioners. There being none, the public hearing was opened with no one coming forward
and the public hearing was closed.
Chairman Ramirez called for a motion. Motion to approve the rezoning from the "CN-1"
Neighborhood Commercial District to the "RS-6" Single-Family 6 District was made by Vice
Chairman Hamilton and seconded by Commissioner Rock. Motion passed with Commissioner
Lippincott absent.
