The meeting was called to order at 5:30 p.m. by Chairman Ramirez and a quorum was declared.

made by Vice Chairman Villarreal and seconded by Commissioner Lippincott. Motion passed.

Mr. Dimas stated this plat has an item associated with it that was presented at the Traffic Advisory
Committee for a proposed amendment to the Transportation Plan to relocate a road adjacent to this
I property. Mr. Dimas continued the amendment is scheduled for the August 26, 2015 meeting, and based
on this information, the commission can approve the preliminary plat on the contingency that the
amendment will be approved. Mr. Dimas stated that if the amendment is not approved, the preliminary plat
will have to be revised and re-approved.
After Staff's presentation, the floor was opened for comments and discussion by commissioners.
There being none, the public hearing was opened with no one coming forward and the public hearing was
closed. Chairman Ramirez called for a motion. Motion to approve New Plats Item "7" with the stipulation
that the transportation plan amendment will be approved was made by Commissioner Crull and seconded
by Commissioner Baugh. Motion passed.
Time Extension
Mr. Dimas read Time Extension Item "8" into record as shown below. Mr. Dimas stated the
applicant requested a twenty-four month time extension to allow additional time to complete construction
for the required public improvements for the final plat because of rain delays and flooding. Mr. Dimas
continued this was the first request for the project and Staff recommended approval.

After Staffs presentation, the floor was opened for comments and discussion bycommissioners.
Aquestiun was asked about the nVnno| length uftime for o time extension and Mr. Dimas a(mbyd time
extensions were normally granted for six months oruphzayear. After comments and discussion concluded
bycommissioners, the public hearing was opened with nVone coming forward and the public hearing was
closed. Chairman Ramirez called for e motion. Motion to approve Time Extension Item ~8"for atwenty-
four month time extension was made by Commissioner Lippincott and seconded by Vice Chairman
Villarreal. Motion passed.

B. ZONING
New Zoning

Mr. Dimas read New Zoning Item ''Q^ into record as shown below. Mr. Dimas stated the subject

property was located within the boundaries of the Northwest Area Development Plan and is planned for
� medium density residential uses. Mr. Dimas continued the requested change of zoning to the "CG-2"
General Commercial District is not consistent with the Future Land Use P|on, but it is consistent with
elements of the area development plan.
9. Case No. 0815~01 —Ba|useb~Fnankson: Achange wfzoning from the^FR" Farm Rural
District tothe"CG-2" General Commercial District, resulting inochange tothe Future
Land Use Plan from medium density residential to commercial uses.
Property to be rezoned is described as being 2.968 acres out of Lot 1, Encino Park, located
south of Northwest Boulevard (FM 624) between River Hill Drive and County Road 69.
Mr. Dimas presented several aerial views of the property and stated the purpose of the change of
zoning is to a||ovv construction of a self-storage facility. Mr. Dimas stated the applicant, Fox Trees and
Landscape Nursery, proposes to develop the facility on the property which is comprised of 4.903 acres.
Mr. Dimas continued the facility will consist of four (4) buildings and building one will include a two-story
area for an office on the first floor and an on-site manager's residence on the second floor, Mr. Dimas
stated the hours of operation will be 8 a.m. to 6 p.m. with occasional night entry of the storage units.
Mr. Dimas stated seven (7) noUmsa were mailed to owners within the notification area. two (2)
notices were mailed to owners outside the notification area and no notices were returned infavor or
opposition. Mr. Dimas continued Staff recommends approval of the change ofzoning from the "FIR" Farm
Rural District to the CG-2" General Commercial District. After Staff's presentation, Chairman Ramirez
opened the floor for comments and discussion by commissioners. There being none, the public hearing
was opened with noone coming forward and the public hearing was closed.
Chairman Ramirez called for a motion. Motion to approve the change ofzoning from the "FR"
Farm Rural District to the CG-2" General Commercial District was made by Commissioner Chupe and
seconded byCommissioner Baugh. Motion passed.

C. PRESENTATION AND PUBLIC HEARING ON PLAN CC-COMPREHENSIVE PLAN 2035
Chairman Ramirez presented how the public hearing portion for this agenda item will proceed.
Chairman Ramirez stated commissioners were provided a copy of the public comments compiled from two
previous public hearing meetings. The commissioners will review those comments, along with the
comments received at tonight's meeting, and compile recommendations to be forwarded to City Council.
Chairman Ramirez stated the commission was interested in hearing the public comments and asked the
speakers to line up orderly, state name and address for the record and limit their comments to three
minutes. Chairman Ramirez stated the comments should be concise and not repetitive.
Annika Gunning Yankee, Development Services, addressed the commission. Ms. Yankee stated
the purpose of tonight's hearing is to present the updated draft of Plan CC 2035 to the commission and to
listen to additional public comments regarding the draft. Ms.Yankee continued that after tonight's meeting,
the commission will compile the public hearing comments, along with the comments previously compiled
and make a recommendation as to whether the comments should be included in the final draft. The
commission will vote on the draft plan at the August 26, 2015 meeting and the recommendation will be
forwarded to City Council. Ms. Yankee stated the final draft plan will be scheduled for a first reading for the
October 13, 2015. City Council meeting.
Ms. Yankee introduced Larissa Brown, Consultant for Goody Clancy. Ms. Brown presented an
overview of the draft Plan CC Comprehensive Plan 2035 as follows:

After Ms. Brown's presentation, the floor was opened for questions and discussion by t
commissioners. After a time of questions,comments and discussion by commissioners and Staff,the public
hearing was opened.

John Stafford, 5530 Fox Run Drive, stated everything in the plan seems generic and pie in the 1
f
sky and there is nothing tied to the plan as far as action. Mr. Stafford continued he would like to see a
network of bike trails so that he can get to different parts of the city. Mr. Stafford proposed the idea of 1
placing bike trails along drainage ditches. Mr. Stafford continued that even though the Oso Parkway Plan
f
recommended bike trails about twenty(20)years ago and nothing has been built.

Lamont Taylor, 1701 Stillman Avenue, member of the Citizens Alliance for Fairness and
Progress. Mr.Taylor stated he took exception to the transition of the north and west areas from residential
to industrial uses. Mr. Taylor continued that the neighborhood is still livable. J
Errol Summerlin. Portland, Texas, is also a member of the Citizens Alliance for Fairness and
Progress. Mr. Summerlin stated that in 1944, the Planning Commission addressed what was considered
to be a "Negro problem"of overcrowding in the Washington Coles area of town. Mr. Summerlin continued
it was felt the overcrowding in the Washington-Coles area would lead to the blacks moving to the white

parts of the city, and the whites were asked to leave the Hillcrest Area so blacks could "contained," less
than 1,200 people into 450 single-family homes, 70 years of history.

Mr. Summerlin stated that in 1992, the City adopted a Preservation Plan that called for protecting >
the Hillcrest area as a historical district:

Since 1980, five(5) different plans were created to revitalize the Hillcrest area
Each plan called for the revitalization of the neighborhood, but the City did not want to do that
City allowed encroachment of industry into the neighborhood;
Affects the neighborhood churches;
Opposes any plan calling for Hillcrest to be a transitional area and the residents will not lay down
on this issue.
Colin Sykes, 309 Aberdeen Avenue, presented the following comments: r�
Tried to submit comments online, but they did not go through; a
McGee Beach should be exploited and made safe;
Accessible through the seawall with the 12" steps; which poses a danger to families with small
children. Problem could be eliminated by installing an overlay of shorter steps with handrails;

Henry Williams, 2422 Summers Street, presented the following comments:
Y He was a third generation Corpus Christian and his grandfather's business was destroyed in the
1919 hurricane.
Y Father taught at Salomon Coles School and later attended medical school and opened a medical
practice on Sam Rankin Street where he practiced for thirty-five (35) years;
Y Name of the City of Corpus Christi is the "body of Christ" which gives us definition of who we are
and how we should treat each other with courtesy and consider the needs of all the people -- no
matter what part of town;

Cliff Atnip, 358 University Drive, Commercial Real Estate Broker, stated the plan has potential,
but parts of the plan need work. Mr.Atnip suggested the consultant and staff, along with realtors,architects,
builders and engineers come together and review Chapters 11 and 12. Mr. Atnip stated if changes are not
made, this group will not be behind Plan CC.
James Skrobarcyk, 741 Oriole Street, Builder, Developer &Consultant, presented the following
comments:

➢ Next nine (9) years, the city will double the population in MSA (Texas A &M) because of
international economics;
Y Referred to slide - 1 house for 20 acres;
How do we pay for everything if we keep expanding?
Y He has a plan for developing North Beach— preferable to sprawl;
Walking concept is good, but what can we afford? How much will people utilize walking/biking in
hot climate?
We can't dictate where people are going to live, and at what density developers build to meet
demand;
v Sit down with developers and realtors.
Bryan Johnson, 801 Lipan Street, Member of Realtors Committee, presented the following
comments:
As the plan is currently written, he is not 100 percent in support; ?
Adoption of rental housing registration; Council has already examined and discarded; t
Implementation of the plan relies heavily on the City Planners;
Planning department might not be able to be re-established;
Y Redevelopment agency—an entity that can take property is scary, especially if they are not elected
officials;
Good plan, but more work is needed.
Bart Braselton, Plan CC Committee Member, presented the following comments:
More growth is coming;
Y We don't have sprawl, we have growth because there is only one direction you can grow:
- North— pipelines
- West Oso Creek
- East—bay

Need annexation and revitalization at the same time;
Second draft of Plan CC much improved;
There are some changes that need to be made.
Mary Margaret Adair,Associates of Realtors, 613 Miramar, presented the following comments:
Plan CC does not contain an annexation element;
Needs Industrial Agreement;
Needs Capital Improvement Program;
Some things need to be talked through further.
Charlie Knoll, Board of Realtors, 14945 South Padre Island Drive, presented the following
comments:
Use to dove hunt off Slough Road; now area is full of development;
At one time, downtown was pretty vibrant, currently the downtown area is not doing well;
People want to spread out;
1 house for 20 acres ratio infringes on individual property rights.
Gilda Ramirez, President Westside Business Association, presented the following comments:
Supports Plan CC—it is an equity growth plan that provides choices for all areas;
We have an affordable housing crisis;
Potential with historic sites such as the Galvan Ballroom;
Want to see downtown developed; wants to live there and be able to walk to the beach;
Need a plan in order to get grants; City Charter calls for a plan;
Time to start working on revitalization.
Josh Tijerina presented the following comments:
➢ No complaints about Plan CC; especially likes Elements 5 and 6;
Concerned with implementation—how do we get there?
Tie Element 9 into everything else and make it more detailed;
Include more detailed action items.
Judith Lewandos, 317 Del Mar Boulevard, presented the following comments:
Does affordable housing include manufactured housing?
Make use of empty lots on north/west sides. Frequently asked about moving manufactured homes
to those areas;
Manufactured housing can be beautiful;
Currently not allowed to move a second manufactured house onto a lot that sat vacant for one year
after another. Manufactured house has moved —that is discriminatory.

Judy Telge, 3354 Santa Fe Street, presented the following comments; r
I Affordable housing for people of extremely low income need to be better addressed (elderly for
example);
Plan should consider inclusionary zoning—vacant lots, empty buildings, in-fill; j
Y Deeply subsidized rental housing is needed; enough to meet the need — look at each Council
District's needs. HUD definition of no more than 30 percent of income equals affordable housing;
City's consolidated plan;
➢ Ask that it be included in Plan CC;
S Statewide trend—people moved from being institutionalized into homes; Corpus Christi is not able
to do that due to lack of housing.
John Sloane, 709 Schooner Harbor/North Beach, presented the following comments:
Supports plan as a resident;
Y It is a good start;
Y Addresses need to improve infrastructure and in-fill;
Y People want to move to the south side where the infrastructure and schools are good;
Y Abandoning infrastructure in older neighborhoods pushes people south (example given—Houston
Heights);
First time—addresses need to sharing wealth and revitalizing the City.
After all public comments concluded, the public hearing was closed. Chairman Ramirez thanked
the citizens who attended tonight's meeting and provided information about the next step for the
commission. Chairman Ramirez stated tonight's comments would be compiled and provided to the
commissioners to review individually, along with the previous public comments, and make a
recommendation of what comments are to be included in the final draft that will be going to City Council.
Chairman Ramirez stated the commission will vote on the recommendations and findings at the August 26,
2015 meeting.
