City Staff Conference Room —111 Floor, City Hall 1201 Leopard Street, Corpus Christi, TX 78401 Members of the audience will be provided an opportunity to speak at the Committee meeting. Since a recording is made of these meetings, it is requested that when addressing the Committee, you first identify yourself and then express your thoughts concisely as possible. EOG requests a permit to conduct a 3D geophysical seismic survey which will include certain acreage inside the City Limits of Corpus Christi. VIII. Staff Liaison Update. IX. Adjourn. V y rock., Petroleum Superintendent O. d Gas Well Inspection Division OIL & GAS ADVISORY COMMITTEE MEETING Wednesday, January 30, 2019 at 10:00 a.m. City Staff Conference Room — 1" floor City Hall 1201 Leopard Street, Corpus Christi, Texas 78401 Members in Attendance: William Moffitt — Chairman/Oil Industry Rep Randy Schnettler — General Public Rep Armando Mendez — Oil Industry Rep- Alternate Eucharia Igwe — General Public Rep- Alternate Others Present: Randy Brock — Petroleum Superintendent Jesse Cantu — Assistant Director of Gas Operations Members Absent: John Newman — Oil Industry Rep Chairman William Moffitt called the meeting to order at 10:10 am and a quorum was established with Oil Industry Representative John Newman absent. Mr. Jesse Cantu introduced Randy Brock as the Petroleum Superintendent for the Oil and Gas Division. Mr. Brock gave a brief description of his work experience in the industry and welcomed the Committee. Chairman Moffitt proceeded to the next item on the Agenda — Election of Officers. Chairman Moffitt asked for nominations for Chairman and for Vice -Chairman. Ms. Eucharia Igwe nominated current Chairman Moffitt to continue as Chairman and Mr. Mendez as Vice -Chairman. Mr. Randy Schnettler seconded that nomination. No other nominations were made and the Board approved all nominations by unanimous vote. Approval of minutes- Chairman Moffitt asked for a motion to approve the minutes of the last meeting from April 13, 2016. Mr. Schnettler made a motion to approve the minutes and Mr. Mendez seconded the motion. The Motion to approve the minutes was passed. Chairman Moffitt proceeded to the next item on the Agenda - Public Comments. There were none. Next item on the agenda was presentations. There were no presentations. Chairman Moffitt proceeded to the next item on the Agenda— Business for Discussion & Election of Board members. Discussion of vacancies of the Committee took place with Mr. Brock asking members of the Committee to assist with nominations to fill a vacant Oil Industry position. Mr. Brock informed the Committee of 3 vacant positions; 2 from General Public and 1 from Oil Industry. Chairman Moffit and Mr. Armando Mendez stated they will forward information to individuals that may be interested in serving with the Committee. Committee Meeting Minutes April 13, 2016 Page 2 Next on the agenda was discussion and recommendation for a Seismic Permit requested by EOG Resources, Inc. Mr. Brock stated that EOG was to be present at the meeting but did not show up. Discussion took place on the location of the seismic survey. Mr. Brock stated that all work with Vibroseis machines were to take place outside the City limits. He stated some of the geophone receivers were to be placed inside the City within the property of the Barney Davis Plant. Chairman Moffit discussed the methods and equipment used to conduct a survey. Mr. Mendez questioned Mr. Brock whether vibrating was to occur outside and away from residential areas and was assured it will be done only in the rural areas of the King Ranch. Ms. Igwe asked how areas are monitored to ensure no damage to property. Mr. Brock stated monitoring would be done using motion detectors used to measure energy levels. Chairman Moffrt discussed the benefits resulting from the acquisition and stated he did not find a reason for objection of the permit. A motion was made by Chairman Moffrt for the recommendation to approve the permit if there were no objections from the members. Mr. Mendez seconded the motion, and the Committee made a recommendation for approval of the permit by unanimous vote. Chairman Moffitt proceeded to the next item n l0 the Agenda — Staff Updt4es. Mr. Brock listed the number opcurrent well operators which are 4 Land operators and Bay operators from which there are 1 land wells and 19KbO2y wells. Mr. Brock stated there has been very low activity within the City since the last meeting. He state he had 2 drilling permits that were submitted and approved with no exceptions. There have been 2 wells plugged and abandoned and 1 well drilled in the past 2 years. He said Riley Exploration has a plugging program for the Bay area and they will be plugging and abandoning wells in Corpus Christ Bay. Mr. Brock stated well inspections have been completed and reported minimal damage to structures in the Bay. With no further business to discuss, Chairman Moffitt adjourned the meeting at 10:54 am.
