Chairman John Cantu called the meeting to order and asked if the committee had reviewed the minutes
for the meeting held on July 30, 2008. A motion to approve the minutes was made by Mr. Tom Fisher,
seconded by Mr. Chet Freeman and the minutes were unanimously approved.
Chairman John Cantu read the next item on the agenda to consider and make a recommendation to City
Council on an application from Sabco Operating Company for a drill site at an exceptional location in
Corpus Christi Bay Marine Recreation Area being State Tract 71 Well No. 1. Mr. Max Jameson
addressed the committee and stated the well is a marginal reserve which wouldn't have been economical
or feasible to consider but the price of oil as it is and the fact that there are no other operators drilling in
the bay Sabco is requesting this exceptional location. Mr. Max Jameson identified the proposed surface
location, the required cluster surface locations, the production platform for the proposed well and
discussed the pros and cons of the various options. Mr. Max Jameson said it would be difficult if not
impossible to reach their target drilling from any of the required cluster locations due to the complexity of
the fault lines. Ms. Lois Huff asked if dealing with these marginal wells and the fault lines is a standard
for all applications and Mr. Jameson answered affirmatively. Mr. John Cantu asked Ms. Maria Adams if
she bad any concerns on behalf of the Marina Advisory Committee and she stated their concern would be
the effects on tourism but as explained by Sabco representatives if the rig is not visible from shore she
had no issues. After a brief discussion and on a motion by Ms. Lois Huff, seconded by Mr. John Cantu,
the committee unanimously agreed that the application for State Tract 71 Well No. 1 be recommended for
approval by the City Council as applied for since the exception is necessary to prevent confiscation of
property. Mr. Tom Fisher and Mr.Chet Freeman,abstained.
On a motion by Mr. Chet Freeman, seconded by Mr.Tom Fisher,the meeting adjourned at 11:20 a.m.
