Mr. Heidecker asked those present to introduce themselves. Mr.Woodcock called the meeting
to order and asked if there were any corrections to the minutes of October 13, 2004. On a motion by Mr.
Jacobs, seconded by Mr. Cooper, the minutes were unanimously approved. The election of a Chairman
and Vice Chairman followed. Mr. McMasters nominated Mr. Woodcock for Chairman and Mr.
Woodcock nominated Mr. McMasters for Vice Chairman and they were unanimously elected.
Mr. Woodcock asked if there was any old business to discuss and there being none he asked the
Petroleum Superintendent for his report. Mr. Heidecker discussed a proposed amendment to Chapter 35
Oil and Gas Wells Section 35-92 to charge an administrative fee for the transfer of well permits as
charged by other industry regulatory agencies to defray the operational cost of Oil and Gas Well Division.
He stated the proposed fee of One Hundred Dollars ($100.00)was recommended by the previous Oil and
Gas Advisory Committee and he wanted the consensus of the current Committee. Mr. Heidecker stated
there is no fee being charged now and said the proposed amendment will be recommended to the City
Council for their approval. Ms. Arnold asked what other cities charge and Mr. Heidecker stated the City
of Galveston has a$7,500 permit fee compared to the City of Corpus Christi's$1,500 permit fee. After a
brief discussion a motion was made by Mr. Cooper to recommend the ordinance amendment to include a
fee of One Hundred Dollars ($100.00) per well to transfer a permit from one acceptable operator to
another. The motion was seconded by Mr. Deleon and unanimously approved by the Committee.
Mr. Woodcock commended Mr. Heidecker for continuing his efforts to promote plugging of
non-producing wells. Mr. Heidecker provided the Committee with a running count of all wells drilled
and plugged and abandoned since the formation of Oil and Gas Well Division. There being no other
business,the meeting adjourned at 11:05 a.m.
