Mr. Ruiter nominated Mr. Woodcock for Chairman and Mr. Cabasos nominated Mr. Jacobs for Vice Chairman and they were unanimously elected. Mr. Woodcock asked if there were any corrections to the minutes of February 12, 2003. On a motion by Ms. Johnson, seconded by Mr. Jacobs, the minutes were unanimously approved as written. The Petroleum Superintendent's report followed and Mr. Heidecker explained the request by Walter Oil and Gas Corporation to drill a straight hole at an exceptional location in Corpus Christi Bay as the State Tract 64 Well No. L Mr. Heidecker explained to the members the relevance and purpose of the particular ordinance Chapter 35 Oil and Gas Wells, Section 35-56. The well is scheduled to drill outside of the regular Southwest corner of the State Tract and therefore it will be designated, per ordinance, as the established cluster for that State Tract being State Tract 64. Also the well will be the only cluster for that State Tract. He stated the Oil and Gas Advisory Committee's recommendation will be forwarded to the City Council for approval. After their approval, a permit will be issued by Oil and Gas Well Division. A map depicting the proposed location was provided for review and Mr. Heidecker displayed a map showing the location to be approximately six (6) miles easterly of the downtown marina area and would not pose any significant navigation hazard. Mr. Jacobs motioned for the exceptional drill site be recommended for approval to City Council. Ms. Johnson seconded the motion. All were in favor and the motion passed unanimously. Mr. Heidecker asked that an agreement to plug this well, if not producing, before another well is drilled would be acceptable. Mr. Schleier, representing Walter Oil and Gas Corporation, agreed and stated he would sign an agreement written by the Oil and Gas Well Division. These procedures will eventually limit the number of well structures in the Bay and will, at some point in the future, eliminate all wells in the area as production is depleted. There being no other business, the meeting adjourned at 10:20 a.m. SCANNED
