The meeting was called to order by Chairman Jerry Dewbre and he asked if everyone had
read the minutes from the meeting on December 3, 2002. On a motion by Mr. Jacobs, seconded
by Mr. Woodcock,the minutes were unanimously approved as written.
The Petroleum Superintendent's report followed and Mr. Heidecker detailed the request
by Sabco Operating Company to drill three (3) wells at exceptional locations in Corpus Christi
Bay being State Tract 53 #8 and #9 and State Tract 48#8. Mr. Heidecker provided copies of his
advisory report, Section 35-56 of the Oil and Gas Ordinance pertaining to clustering in Corpus
Christi Bay and maps depicting the locations of the irregular drill sites. He stated he
recommended the drilling of the three wells after careful consideration of all available data. He
stated the ordinance was written in 1969 and was in effect in 1970 and was and still is an
important ordinance enabling the city to allow operators reasonable access to state minerals and
also preserve the ascetic value of C. C. Bay. Mr. Ramos stated that he felt the city's position is
to generally enforce the ordinance but to also allow for the access to state minerals. Mr. Tom
Harrigan, Sabco Operating Co., addressed the Committee to discuss a prior agreement with the
Oil and Gas Well Div. to plug and remove 2 wells in the same area. He said as the status of their
other wells become candidates for removal from the bay they will do so. He stated there are only
two wells that Sabco has identified that they own and operate and are currently listed with Oil
and Gas Well Division for removal. These are State Tract 48 #3 and #4. Mr. Heidecker asked
Mr. Harrigan and the Advisory members for suggestions in the future that would prompt the
removal of wells in this part of the bay. Mr. Harrigan did say on a related subject that Sabco
Operating Company would offer to donate funds to the city to help remove a potentially
hazardous flowline in State Tract 49. Mr. Heidecker thanked Sabco Operating for their offer and
said there are 2 other areas that also need attention. Mr. Ruiter asked if the boating hazard has
been reported to the Coast Guard and Mr. Heidecker answered affirmative. Mr. Harrigan noted
that it is reflected on the bay map that he was providing. Mr. Kersting stated he does not foresee
much more drilling to occur in Corpus Christi Bay. Mr. Jacob's stated since the Railroad
Commission requires testing of the wells regularly, he does not feel the operator has to commit
to plugging a well after drilling a well in the bay. Mr. West motioned the exceptional drill sites
be recommended for approval to City Council and the generous offer by Sabco to reimburse the
city for cutting back the abandoned Bowline be pursued. Mr. Jacobs seconded the motion, all
were in favor and the motion passed unanimously. Chairman Dewbre stated he agreed with Mr.
Heidecker that there would not be a need to amend the ordinance. There being no other
business, the meeting adjourned at 11:00 a.m.
