OIL AND GAS ADVISORY COMMITTEE
October 28, 2002

The meeting was called to order by Vice Chairman Don Kersting. Mr. Kersting asked if
everyone had read the minutes from the meeting on October 23, 2002. On a motion by Mr. West,
seconded by Mr. Jacobs, the minutes were unanimously approved as written.
Consideration of an application from Sabco Operating Company for a drill site at an
exceptional location in Corpus Christi Bay State Tract 60. Mr. Kersting stated that since a complete
application had not been received by the Petroleum Superintendent, a vote was not able to be taken
at the previous meeting. Mr. Burke asked the committee if granting the exceptional well locations
will be necessary to prevent confiscation of property. Mr. Kersting stated that since the wells are
marginal wells it won't be economical for them to be drilled at their regular location. Mr.Bruun also
stated the regular cluster location for State Tract 60 will put the well in the Bay Park Area which
prohibits drilling within that area. Mr. Kersting also stated that long directional wells increases the
chance of missing the targeted area of production. He stated that Sabco Operating Company has
agreed to plug and abandon a well for each of the wells that they are permitted to drill. Mr.
Heidecker stated a copy of a letter from Mr. Jim Schwobel, with The Corpus Christi Sailing Center,
Incorporated, in opposition to the well sites is attached for their information. On a motion by Mr.
West, seconded by Mr. Woodcock, the committee agreed that the exceptional drill site be
recommended for approval by the City Council by a vote of Charles Jacobs, Michael Woodcock,
Sharon Johnson, Charles West,Robert DeLeon voting aye and Don Kersting abstained from voting
due to a conflict of interest.
Consideration of an application from Sabco Operating Company for a drill site at an
exceptional location in Corpus Christi Bay State Tract 49. On a motion by Mr. Jacobs, seconded by
Mr. DeLeon,the committee agreed that the exceptional drill site be recommended for approval by
the City Council by a vote of Charles Jacobs, Michael Woodcock, Sharon Johnson, Charles West,
Robert DeLeon voting aye and Don Kersting abstained from voting due to a conflict of interest.
There being no other business, the meeting adjourned at 10:45 a.m.
