The meeting was called to order by Chairman Jerry Dewbre. Mr.Dewbre asked if there were
any corrections to the minutes of the meeting on January 17, 2001. On a motion Mr. D'Unger,
seconded by Mr. Kersting, the minutes were unanimously approved as written.
Consideration of an application from Sabco Operating Company for a drill site at an
exceptional location in Corpus Christi Bay State Tract 55 for the #5 well began. Mr. Heidecker
reviewed the history of Chapter 35 Oil and Gas Ordinance and the intent of well clusters to permit
exploration but condense well structures. Mr. Max Jameson, with Sabco Operating Company,
thanked those present for the opportunity to present their request for an irregular location and stated
they have been an operator of oil and gas wells in the city for a decade. Mr. Jameson stated the
reason for the request was based on operational difficulties to produce the State Tract leases. Mr.
Rob Pennington and Mr.Ken Schubert,with Sabco Operating Company,distributed maps depicting
the location of seven(7)possible wells to be drilled at the irregular location which would reduce the
amount of separate clusters. Mr. Pennington stated to drill at the level they needed would entail two
(2)forty(40)degree angles if required to drill at the regular location. He stated it would be difficult
if not impossible. They stated sport fishing would not be hindered and the first well would be
completed in thirty (30) to forty five (45) days. Mr. West asked what section of the ordinance
pertained to well clusters. Copies of Section 35-56 of Chapter 35, Oil and Gas Ordinance, was
provided for their review. Mr. D' Unger expressed concern of allowing exceptions to the cluster
requirement and any future requests for exceptions. He stated the intent of the ordinance was to limit
activity in the bay to specific areas. Mr. West stated that each request for an exception would have
to be reviewed individually. Mr. Dewbre stated that the committee's recommendation would be
given to the City Council for their approval. Mr. Burke, Assistant City Attorney, stated if an
exception is necessary to prevent confiscation of property then burden has been met. On a motion
by Mr. West, seconded by Mr. Woodcock, the Committee unanimously agreed that the exceptional
site be recommended for approval by the City Council.
Mr. Dewbre asked if there was any other business and Mr. Heidecker asked the committee
to consider amending the ordinance to delete part of Section 35-133 that requires a collar and a two-
inch galvanized pipe extend five feet above the surface with a metal certificate provided by Oil and
Gas Well Division for identification. Mr. Heidecker stated due to modern technology a plugged and
abandoned well can be easily located and the Committee agreed. On a motion by Mr. West,seconded
by Ms. Johnson, the meeting adjourned at 11:25 a.m.
