The meeting was called to order by Chairman Jerry Dewbre. Mr. Dewbre asked if there were any corrections to the minutes of the meeting on May 17, 2000. On a motion Mr. Cofer, seconded by Mr. D'Unger, the minutes were unanimously approved. Discussion of an application from Western Geophysical to perform a vibroseis seismic survey in the Calallen area within the Corpus Christi city limits began. Mr. Pierce representing Western Geophysical,discussed the procedures of a vibroseis seismic survey and on a map pointed to the area where the survey would be conducted. He said that the majority of the survey is being conducted in San Patricio County.-Mr. Kersting asked if they had any guidelines when surveying near residential and business areas. Mr. Pierce said they are restricted from performing the vibroseis survey within four hundred feet (400) from any habitable dwelling and five hundred feet (500) from structures made of stucco and/or cinder block. Mr. Payne said that in addition to these restrictions the Petroleum Superintendent has requested in the past that notice be published in the newpaper and Mr. C. J. Rodriguez, with Traffic Engineering, also request that property owners be notified when working within the city easements. A motion was made by Ms. Johnson to approve the issuance of a vibroseis seismic permit,seconded by Mr.D'Unger and unanimously approved by the Committee. A discussion followed on developing a plugging bond program for bay wells that is similar to Section 35-130 Wells to be Abandoned,that requires plugging bonds for land wells that have been shut-in more than ninety(90) days. Mr. Heidecker stated that he is concerned with the number of shut-in and temporarily abandoned wells in the bay areas that are in poor condition. He stated that he is in the process of working with Legal to amend the ordinance to increase the maximum required bond for bay wells from two hundred thousand dollars($200,000)to five hundred thousand dollars ($500,000)as approved by the Committee. He suggested that in addition to the fifty thousand dollar ($50,000) bond required for each well up to five hundred thousand dollars($500,000)that a fifty thousand dollar ($50,000) plugging bond be required for every well that has been shut-in or temporarily abandoned over ninety(90)days in the bay areas.The committee agreed that a plugging bond program would be beneficial for those wells that have been temporarily abandoned and/or shut- in for a long period of time and stated a required plugging bond may be an incentive for an operator to plug and abandon the well. The committee asked that he provide them with his request to amend the ordinance at the next meeting. Mr. D'Unger asked that a meeting be set by next month so that this issue may be finalized.
