The meeting was called to order by Industry Representative Jerry Dewbre and he asked for
nominations for the election of a Chairman and Vice Chairman. On a motion by Mr. D'Unger,
seconded by Mr. West,Mr.Dewbre was unanimously elected to serve as Chairman and Mr. Kersting
was unanimously elected to serve as Vice Chairman. Chairman Dewbre asked if there were any
corrections to the minutes of the meeting on June 16, 1999. On a motion Mr. D'Unger, seconded
by Mr. Jacobs, the minutes were unanimously approved.
Discussion of a proposed amendment to Chapter 35 Oil and Gas Ordinance Section 35-130
began. Copies of this section of the Ordinance were provided for review. Mr. Heidecker stated the
present bonding requirements and voiced his concerns of bay operators with more than four(4)wells
having insufficient bonding. He stated the General Land Office estimated cost to plug the Mid
Continent Resources well in the bay at $60,000. Mr. Dewbre asked if the limit of$200,000 was
increased to $500,000 would be sufficient and Mr. Kersting said he would research the cost of
additional bonding. On a motion by Mr. Cofer, seconded by Mr. Kersting, and unanimously agreed,
the item was tabled for research by the committee.
The next item on the agenda was to review the Mid Continent Resources Corpus Christi Bay
State Tract 52 Well No. 2 plugging by the Railroad Commission and General Land Office using the
operator's cashed letter of credit money being held by the City of Corpus Christi. Mr. Heidecker
estimated the plugging to begin in May and stated upon an invoice being submitted by the Railroad
Commission/General Land Office,the procedures would begin to draw the funds which will have to
be approved by Council. Mr. Hamey, with Legal, stated that he did not anticipate any problems.
Mr.Dewbre asked ifthere was any other business. Chief Adame informed the Committee that
Mr.Heidecker was appointed to a committee that is in the process of digitizing all pipelines on a GIS
mapping system. Mr. Heidecker stated that he was also going to include the location of all wells
within the city limits on the mapping system. The Committee set the next meeting date to be on May
17th, at 10:30 a.m., at the Fire Department Conference Room. There being no further business,the
meeting adjourned at 11:10 a.m.
