OIL AND GAS ADVISORY COMMITTEE
August 27 , 1991

Chairman Carter declared a quorum present , called the
meeting to order and asked for consideration of the minutes For
the May 7, 1991 meeting. A motion by Mr. Lewis to approve them
as submitted was unanimously approved .
Mr. Carter called on Mr. Conn to report on the two wells
abandoned by Texas Coastal Petroleum. He reported the wells had
just been plugged by the city as recommended by the Committee.
He said Texas Coastal Petroleum' s bonding company has held a
successor group responsible and they had bid one dollar to plug
the wells for the city.
Mr. Carter introduced the next item and called on Mr. Bill
Condron with Texaco, Incorporated for comments . Mr. Condron
acknowledged Texaco, Incorporated had sold two wells to K. C.
Resources , Incorporated and K. C. Resources had apparently failed
to post bond to facilitate transferring the city permits to them.
He requested he be given the opportunity to pursue having K. C.
Resources comply with the City Code. Mr. Conn recommended two
months be given after which the city would plug the wells and
charge the cost to Texaco, Incorporated if the City Code had not
been complied with. Mr. Carson so motioned , Mrs . Moss seconded
and the motion was unanimously approved.
Mrs. Moss asked if the next item involving Oxy USA
Incorporated instead of Texaco, Incorporated was identical . Mr.
Conn said it was except that K. C. Resources had then sold the
wells to Geneva Resources. Mrs . Moss recommended that the same
two month opportunity be given to secure compliance with the City
Code after which the city would plug the three wells and charge
the cost to Oxy USA Incorporated if compliance had not been
obtained . Mr. Lewis seconded the motion and it was unanimously
approved.
Mr. Conn reported that City Manager Garza had requested
suggestions for an alternative name to Oil and Gas Division to
SCANNED
avoid confusion with the Gas Division. Mrs . Moss suggested
Petroleum Division, Mr. Lewis suggested Energy Division, Fire
Chief Adame suggested Oil Field Division and Chairman Carter
suggested Oil and Gas Well Division. The Committee concurred to
recommend Oil and Gas Well Division .
Mr. Conn reported on new oil spill control legislation and
then Mr. Lewis motioned to adjourn, seconded by Mr. Carson and
all approved . The meeting was adjourned at 2 : 30 p.m.
