HomeMy WebLinkAboutMinutes Oil And Gas Advisory Committee - 05/07/1991 a .4 :1 100 MINUTES OIL AND GAS ADVISORY COMMIT E May 7, 1991 PRESENT: Gene Carter, Industry Representative Ray Cardenas, Public Representative Margaret Moss, Public Representative Donald Lewis, Industry Representative Andy Carson, Public Representative Linda Newsom, Industry Representative Jerry Gallagher, Alternate Industry Representative James Conn, Petroleum Superintendent Alison Gallaway, Assistant City Attorney Chairman Carter declared a quorum present, called the meeting to order and asked for consideration of the minutes for the January 21, 1991 meeting. A motion by Mr. Lewis to approve them as submitted was unanimously approved. Mr. Carter called for Mr. Conn to report on a staff plan to convert the Department of Petroleum Inspection into the Division of Oil and Gas as a function of the Fire Department. Mr . Conn said the Mercer report recommended the department be mergedwith another department because of its small size. He said the name change would correspond with the name of the Oil and Gas Advisory Committee and reflect that inspections were only a part of the staff ' s duties. He added that the merger would provide a source of support from a large budget department and facilitate joint exercises for the Fire Department Haz-Mat Response team with the Corpus Christi Area Oil Spill Control Association. Mrs . Moss asked if there would be any detrimental effects from the merger and Mr. Conn said there should be none. On a motion by Mr. Lewis, seconded by Mr. Cardenas , the committee unanimously recommended the change. Mr. Conn reported on the passage of a bill designating the Texas General Land office as the lead agency for oil spill response. He said the bill authorized a two cent per barrel tax on crude oil transfers at marine docks to finance a state spill response program. He said the federal government had just passed a similar five cent per barrel tax for the same purpose and the combined taxes would generate approximately ten million dollars annually in the Corpus Christi areas . He reported that he and Bill Hennings had just met with officials of the General Land Office and they stated local government and industry would need to continue providing all oil spill response. He said the federal government did not plan to provide any response either. ` Mr. Carter asked for an update on the proposed City Code oil well bond and insurance amendments and Mr. Conn stated they would be submitted to Council jointly with the amendment request for the merger. Mr. Conn advised the Committee that bids were currently being solicited by the Materials Management Department to have the Texas Coastal Petroleum of Oklahoma, Incorporated wells plugged. He said the successor company or their surety may submit a token bid to plug the wells. -" On a motion by Mr. Carson, seconded by Mr. Lewis, the meeting was adjourned at 2: 25 p.m. and the Committee toured the Corpus Christi Area Oil Spill Control Associations facilities.
