CALL TO ORDER
A quorum was declared and the meeting was called to order at 5:37 p.m.
APPROVAL OF MINUTES
Chairman Berlanga verified that the approval of the minutes at the December 1,2004 meeting
which stated the minutes were approved with Berlanga and Salazar being absent was for the previous
meeting.
A motion was made by Amsler and seconded by Stone to approve the minutes as submitted. The
motion passed with Pusley and Zamora being absent.

A motion was made by Braselton and seconded by Amster to table the plat until the January 12,
2004 meeting per the applicant's request. The motion passed with Pusley and Zamora being absent.
Mr.Miguel Saldana,City Planner,read the following two plats into the record.
1104184-P94 (Public Hearing)
The Great Outback Unit 1 (Final—46.30 Acres)
Located south of Northwest Boulevard(FM 624)and west of FM 1889.
1104185-P95 (Public Hearing)
The Great Outback Unit 2 (Final—9.86 Acres)
Located south of Northwest Boulevard(FM 624)and west of 1889.
The public hearing was opened. No one appeared to be in favor or in opposition. The public
hearing was closed.
A motion was made by Smith and seconded by Salazar to recommend approval as submitted.
The motion passed with Pusley and Zamora being absent.
Mr. Saldafia read the following plat into the record.

Greystone Subdivision (Preliminary-56.63 Acres)
Located south of Lipes Boulevard east of Rodd Field Road.
Chuck Urban 2725 Swantner,stated Murf Hudson had worked extensively with staff on this plat.
They made a late compromise to add an additional street stub out to the east to provide continuity to the
abutting neighborhood. Mr.Urban showed a plat with the addition. Mr.Urban wanted it to be on record
that the owner was opposed to it but agreed to the stub out so he could move forward. He stated it is a big
expense and they would lose one lot.
Commissioner Mims asked what Mr.Alty was being required to do. Mr.Urban stated he will
have to provide another point of entry to the subdivision and do about$20,000 worth of paving
In response to Mims question,Mr.Urban stated this gives three entrances instead of two
entrances for about 220 lots.
Commissioner Mims asked with this being the preliminary plat,will staff come back with
additional requirements.
Ms.Mary Frances Teniente,Director of Special Services,stated the reason for wanting that
connection is that Fred's Folly Street is to be extended to the south across Yorktown to provide a
substantial north/south collector. The objective is to provide for a future connection to that collector.
Staff realizes that the collector is not under the control of the developer,but in the interim,he needs more
than one connection. In the future,this connection to Fred's Folly Street is the desirable hookup to
provide for better continuity of circulation through the subdivision. Unfortunately,that connector is not
in place now and there is no time schedule for it. This way staff would have the developer recognize that
connection is desired. As far as traffic goes,he does not need three points of access to streets.
Mr. Urban stated he liked that Mrs.Teniente used the word desired,not required.

Commissioner Mims stated she knows Mr.Alty has agreed to the street stub but her question was
is staff going to come back with additional requirements.
Ms.Teniente stated staff did not know the alignment of the future collector.
Mr.Urban stated they really did not want to build the street stub. They wanted the possibility that
depending on what happens,this could be revisited and the plat could be updated.
Mr. Saldafia stated when it gets to that point,depending on the area progress; it would be easier to
not require that road at that time than to try to ask for it later. It is best to show it now and if later staff
sees that it will serve no purpose,could revisit it at that time. At this time he did not see any other roads
being added to the property.
In response to Mr.Braselton's question,Mr. Saldafia stated Lot 19 along the ditch is going to be a
dedicated park.
The public hearing was closed.
A motion was made by Mims and seconded by Braselton to recommend approval as submitted.
The motion passed with Pusley and Zamora being absent.

ZONING
Chairman Berlanga stated there was a request to table case 1204-07—Tim J.Mokry. He asked if
anyone in the audience wanted to speak on the case. It is being tabled to give staff and the applicant time
to reconcile any differences.
Mr.Michael Gunning,Director of Planning,stated the applicant had requested"B-4"District of
which staff recommended denial. The applicant's engineer was unable to reach the owner to discuss
other zoning configurations. The applicants engineer wanted to table it and meet with staff later and go
over their reasons. This will be tabled to the January 12, 2004 meeting.
1204-07-Tim J.Mokry
Request: Change of zoning from"R-IB"One-family Dwelling District to"B-4"General Business
District,resulting in a change of land use from single family to general business.
A motion was made by Mims and seconded by Braselton to approve the applicants request to
table the case. The motion passed with Pusley and Zamora absent.
1204-06-Maxwell Petroleum
Request: Change of zoning from"R-1B"One-family Dwelling District to"1-2"Light-Industrial District,
resulting in a land use change from low-density residential to light industrial.
Excerpts from Zoning Report
Legal Description/Location:Being 5.601 acres out of Tract 7, of the William Robertson Farm
Tracts, located along the southwest corner of Saratoga Boulevard and County Road 37(Junta Road).
Purpose of Request:Development of a petroleum office and warehouse complex.
Area Development Plan: Westside—The future land use map recommends light industrial
development for the subject property. The "1-2"Light Industrial District is consistent with the adopted
plans.
Staffs Recommendation: Approval of the "1-2"Light Industrial District.
Mrs.Faryce Goode-Macon provided graphics of the subject property and the surrounding area.
The zoning report and tape recording are on file. She stated that there were 12 notices mailed. None
were received in favor or in opposition.
The public hearing was opened. No one appeared to be in favor or in opposition. The public
hearing was closed.
A motion was made by Salazar and seconded by Smith to recommend approval as submitted.
The motion passed with Pusley and Zamora absent.
1204-08-Coastal Community and Teachers Credit Union
Request: Change of zoning from"AB"Professional Office District to"B-I"Neighborhood Business
District,resulting in a change of land use from professional office to neighborhood business.

Excerpts from Zoning Report
Legal Description/Location:Being 1.98 acres out of Tract No. 1, Nueces County Health, Welfare
and Safety Center, located along the southwest corner of Trojan Drive and Prescott Street.
Purpose of Request:Renovate existing structure into a credit union with four drive-up lanes.
Area Development Plan: The Westside Area Development Plan (ADP) recommends the property
develop with public/semi-public development. The proposed credit union is a low traffic volume use
similar to the uses in the "AB"District.A modification to the Westside future land use map to
neighborhood business is acceptable.
Staff Recommendation: Approval of the "B-I"Neighborhood Business District
Mrs.Goode-Macon provided graphics of the subject property and the surrounding area. The
zoning report and tape recording are on file. She stated that there were nine notices mailed. None were
received in favor or in opposition.
The public hearing was opened. No one appeared to be in favor or in opposition. The public
hearing was closed.
A motion was made by Smith and seconded by Amsler to recommend approval as submitted.
The motion passed with Pusley and Zamora absent.
In response to Mrs.Mims question,Mrs.Goode-Macon stated the existing landscaping would be
used. If the parking is changed they would be required to do additional parking lot landscaping. At this
time, staff has not seen their plans.
DIRECTOR'S REPORT
FUTURE SCHEDULED MEETINGS
Berlanga stated the next meeting is on January 12,2005.
Mr. Michael Gunning, Director of Planning stated the UDC presentation will be given at the
December 21, 2004 City Council meeting. The actual zoning of the Island Overlay District is also on the
agenda.
EXCUSED ABSENCES
There were no excused absences.
OTHER MATTERS
Mr.Gunning stated that staff met with TX DOT and they are putting together workshop to
explain the new access management regulations. They will be inviting developers and the engineering
community to the workshop. Mr. Gunning stated he would be sure that the Planning Commissioners get
an invitation. Mrs.Mims asked that the Builders Association also be notified of the workshop.
