Saldana,AICP,City Planner Harry J.Power,City Planner Doyle Curtis,Assistant City Attorney Leo Ferias,P.E., Special Services Engineer CALL TO ORDER Chairman Berlanga declared a quorum and called the meeting to order at 6:31 p.m. NON PUBLIC HEARING AGENDA ITEMS PRESENTATION-None APPROVAL OF MINUTES—June 20,2001 Commission did not receive June 20,2001 minutes. Action was continued to the July 18,2001 meeting. EXCUSED ABSENCES Commissioner Amsler requested an excused absence for June 6, 2001. He was attending an Economic Development Commission function in Lafayette,Louisiana. Motion by Cheek, seconded by Salazar, to approve an excused absence. Motion passed with Sween-McGloin and Zamora being absent. FUTURE SCHEDULED MEETINGS Mr. Gunning reminded Commissioners that the July 4, 2001 meeting was cancelled and that the last Commission meeting for the fiscal year will be July 18,2001. OTHER MATTERS Mr. Gunning informed the Commission of a one-day workshop for Planning Officials on August 10, 2001 at the Bayfront Convention Center. He said the workshop will be facilitated by the Texas APA Education Foundation and the Southwest Chapter section of the Texas Chapter. Commissioners were asked to contact Ms. Lucinda Beal if they were interested in attending the half-day or full day session. The City will cover their registration fees. This seminar is designed for Commissioners who will be hearing presentations from experts in different fields of planning. PUBLIC HEARING AGENDA ITEMS OATS CSCANNED Continued Plats w 740. Planning Commission Agenda June 20,2001 Page 2 a. 050155-P25 St.Helena Church Tract,Block 1 Lot 1 (Final—20.09 Acres) Located north of Wooldridge Road east of Rodd Field Road. Mr. Power said that the transportation plan for Wooldridge Road calls for 120 feet of right-of-way. After review of the alignment of Wooldridge Road,Staff determined that additional frontage was needed to avoid an offset on the center line due to the width of the road. He explained that Staff will request that the applicant's engineer revise the plat to show an additional 30 feet for a building setback and a 20-foot yard requirement. Public hearing was opened. Chuck Urban,2725 Swantner,verified the requirements for approval of the plat and asked if the plat could be resubmitted if the applicant did not agree with the Staffs request. Staff concurred that the applicant can resubmit the plat for reconsideration if they do not agree with the requirements. Public hearing was closed. Motion by Mims, seconded by Pusley, to approve the plat with requested additions. Motion passed with Sween-McGloin and Zamora being absent. No one appeared in favor or opposition. Public hearing was closed. Commissioner Richter asked for clarification on the cross-hatched area shown on the plat. Mr.Power said that the crosshatched area was a knuckle for additional right-of-way. Motion by Amsler, seconded by Salazar, to approve Plats a through e as submitted. Motion passed with Sween-McGloin and Zamora being absent. Time Extensions a. 1200145-PM Shell Road Poultry Acres/Sandy Ridge Addition Block 2.Lots 4A (Final Reolat—0.34 Acrel Located between Interstate Highway 77 and Up River Road northwest of Violet Road. Mr.Power said that Staff recommends approval of a six-month time extension. Chairman Berlanga opened the public hearing. No one appeared in favor or opposition. Public hearing was closed. Motion by Cheek, seconded by Richter, to approve a six-month time extension. Motion passed with Sween-McGloin and Zamora being absent. b. 010104-P2 Northwest Crossinv,Block 1.Lot 1 (Final—21 66 Acres) Located west of Rand Morgan Road south of Leopard Street. Mr.Power said that Staff recommends approval of a six-month time extension. Chairman Berlanga opened the public hearing. No one appeared in favor or opposition. Public hearing was closed. Motion by Salazar, seconded by Pusley, to approve a six-month time extension. Motion passed with Amsler abstaining;Sween-McGloin and Zamora being absent. ZONING CASES New Zoning Case Braselton Land Ventures,Inc.: 0601-02 REQUEST: "12-1B" One-family Dwelling District to "R-IC" One-family Dwelling District on property described as Flour Bluff and Encinal Farm and Garden Tracts, Section 11, 6.402 acres out of Lots 3 and 14,and located on the southwest corner of Dunbarton Oak and Patti Drives. Mr. Saldada presented a slide illustration of the subject property and the surrounding area. The subject property is a part of a 704-acre area zoned an"R-1B"District that is predominantly farmland. Adjacent to the north and south is land zoned an"R-1B"District that is undeveloped. Adjacent to the west are 9.92 acres of land zoned an "R-2" District that is undeveloped. A cellular tower is located near the northwest corner of the subject property. Adjacent to the east across Patti Drive, are 6.5 acres of land zoned an "It-1B" District and 1.5 acres of land zoned "B-1". This area is developed as a single-family residential subdivision. Mr. Saidadz said that the applicant is requesting a change of zoning to an "R-1C" One-family Dwelling District in order to develop a thirty-eight(38) lot single-family subdivision, on a 6.402 acre tract. The proposed subdivision is west of Dunbarton Oak Village Subdivision and Patti Drive. The subdivision will be generally bounded on the north,south,and west by vacant property and Patti Drive to the east. Planning Commission Agenda June 20,2001 Page 4 The"R-1C"District would allow a maximum build out of sixty-one(61)single-family lots which is 23 lots more than the site plan indicates. If proposed plan is followed, the density of the proposed single-family development would be lower than the 9.68 units per acre allowed than"R-1C"District. The subject property's current zoning of"R-1B" permits single-family development at a density of 7.26 units per acre with a minimum lot size of 6,000 square feet and lot width of 50 feet. The "It-1C"District requires a minimum lot size of 4,500 square feet and lot width of 45 feet. East of the subject site is the developed Dunbarton Oak Village Subdivision zoned with an"R-113"District. The property to the north and south is land zoned"R-1B" that is undeveloped. Adjacent to the west are 9.92 acres of land zoned an"R-2"District that is undeveloped. The Southside Area Development Plan's future land use map recommends the area to develop with low- density residential development. The requested "R-1C" District and the proposed 38-unit single-family residential development with a maximum possible build out of 61 units is generally consistent with the Plan's recommended land use. Chairman Berlanga opened the public hearing. No one appeared in favor or opposition. Public hearing was closed. Commissioner Richter asked whether Patti Drive was the only access into the neighborhood. Mr. Saldafia responded in the affirmative and explained that Traffic Engineering reviewed the proposed plan for the subdivision and did not object to having only one access. He continued that Patti Drive would eventually be extended to County Road 26, which is currently called Timbergate Drive. At this time, there is no timeline for the extension. Mr. Gunning added that ultimately Path Drive will connect with Dunbarton Oak. In response to Commissioner Pusley, Mr. Saldafia said that Staff has reviewed a preliminary plat of the proposed subdivision which illustrates 38 lots. The official plat submission will not be made until City Council approved the zoning. Motion by Salazar, seconded by Cheek, to approve the rezoning request.
